北極海航路（以下、NSR）開発を効率的なものとするためには、荷主・海運会社・国家間における調整が常時必要となる。NSRの安全性、商業的魅力及び持続可能な航行を確保する取り組みを一つにするべく、北極海航路（NSR）参加者評議会が設立された。外部から制裁圧力を受ける状況下では、貨物の流れを東方方面に向け直す必要があり、これに関連して北極海航路の東方ルート開発の必要性がますます差し迫ったものとなりつつある。北極海航路（NSR）参加者評議会の焦点となるのは、北極圏海運を管理するための最適なメカニズム開発、国際トランジット輸送を含む NSR 利用における国際パートナーシップ開発及び投資プロジェクトの砕氷船による支援・海氷予報の品質向上などの課題である。北極海運の効率性を上げる方法とは？北部ルートの安全性と商業的魅力を向上させるために何をすべきか？北極圏における投資プロジェクト成功に向けて、2035 年までに設定された NSR 開発計画が果たす役割とは？
