俄罗斯正在制定远东城市总体规划，旨在塑造远东城市的新形象，发展城市的社会环境和经济。远东特许权计划于 2021 年启动，主要目的是建设基础设施，提高远东人城市环境的舒适度，并通过新基础设施对远东地区居民、儿童、学习、工作和游客的倍增效应，确保这些地区的社会和经济发展。该计划目前受到各地区和投资者的欢迎，因为它是一种工具，可以在现有的预算限制下，建设复杂的基础设施，如果政府和企业不分担财务风险，就无法建设这些基础设施，而且这些基础设施在未来几代人中都会有需求。到2023年底，计划在远东城市的总体规划中推出至少30个设施，预计总成本至少为1 500 亿卢布。同时，当前的经济条件也要求发展远东经济，而这离不开新的交通和工业基础设施。
