2025年までのロシア連邦地理空間開発戦略で、鉱業はロシア極東全構成主体で共通して他に類を見ない今後の発展が見込める経済分野の一つであると宣言されている。2035年までの展望を含む国家プログラム「2024年までのロシア極東社会経済開発」においても鉱業・素材産業の発展の重要性が特に強調されている。鉱山最高評議会の会議では、ロシア極東・北極圏の社会経済的発展のための戦略プランの実施における鉱業分野が担う任務、人員配置の最適化に関する課題、海洋鉱業の発展と現状におけるロシア極東地域鉱物資源クラスターの企業の今後の活動の見通しが話し合われる。
