On 14 April 2016, the 3rd annual InvestRus International Conference took place in Moscow with the support of the Roscongress Foundation. At the conference, the Moscow Memorandum on cooperation and joint activities aimed at promoting the idea of pan-European integration from Lisbon to Vladivostok was signed, one of the parties being the Roscongress Foundation. In 2016–2021, a number of business organizations and companies have joined the memorandum.

Since then a lot has changed. The idea to form a single economic space from Lisbon to Vladivostok was brought to a continental scale. In particular, President of the Russian Federation Vladimir Putin put forward the idea of Greater Eurasian Partnership – a process beneficial for the participants of all integration associations of the mega-region: the EU, EAEU, ASEAN, SCO, APEC, etc.

To support this important foreign policy initiative by the President, the Roscongress Foundation, together with the Ministry of Foreign Affairs of the Russian Federation, initiated the expansion of the provisions of the Moscow Memorandum to the space covered by the Greater Eurasian Partnership and its reformatting into a new document.

The declaration will be presented for the first time as part of the business programme of the 6th Eastern Economic Forum.

At the end of the presentation of the Declaration, a thematic collection called ‘The Great Eurasian Partnership – New Cooperation Horizons’ will be presented.
