Experts Discuss How to Improve Quality of Life in the Russian Far East

The roundtable ‘Developing Human Capital in the Russian Far East: Problems and Solutions’ was held on 20 June as part of the lead up to the 4th Eastern Economic Forum. The event was attended by Minister for the Development of the Russian Far East Alexander Kozlov, regional administration members, professional skills development specialists, and investors implementing their own projects. 

In the next three years 55.8 billion roubles will be spent on social development in the Russian Far East. The funds will go towards infrastructure (preschools, schools, hospitals, sports complexes, territorial prosperity, roads, etc.) and equipment.

As Alexander Kozlov noted, these measures are meant to improve the quality of life in the district and to stimulate the flow of skilled workers to Far Eastern enterprises. Currently, 1375 investment projects are being implemented in the macroregion with the help of these new development instruments. 

“Industries which hadn’t been here before, like diamond processing, are now appearing in the Russian Far East. Just a few years ago, no one in the region knew what gas chemical production was, and now the world’s largest gas processing plant is being built in the Amur Region. Not only are new enterprises appearing, the old are expanding – in agribusiness, construction, and even in shipbuilding. The Zvezda Shipyard is going to build ships that Russia has never produced before”, said Alexander Kozlov.

According to the minister, these new enterprises require an inflow of skilled workers. The region needs engineers and technicians in the chemical, gas processing, extraction, and food industries, as well as in agriculture and tourism. The current Far East education system needs to adapt to these new economic demands. 

Far Eastern Federal University Rector Nikita Anisimov explained that FEFD universities must become centres for developing these skills. At the same time, skills training requires cooperation with employers. “We are ready to help develop new skilled work strategies for new enterprises coming to the Far East”, concluded Nikita Anisimov. 

Starting in 2016, the Agency for Strategic Initiatives (ASI) has been implementing a regional standard called ‘Staff Support for Industrial Growth’, which is expected to increase the efficiency of skills training. ASI Department of Staff Support for Industrial Growth Director Yulia Khanzhina reported that “the standards were pilot tested in two FEFD regions: Khabarovsk Territory and the Sakha (Yakutia) Republic”. She notes that EEF 2018 is expected to see the signing of a number of agreements with the rest of the Far Eastern subjects.

General Director of the "Young Professionals (Worldskills Russia)” Union Robert Urazov stressed the importance of practically-oriented education. “The focus should be on strengthening the equipment and resources supporting these educational institutions. According to our estimates, 28 Far Eastern colleges are equipped at a world-class level, which is a good sign,” said Robert Urazov.

PAO SIBUR Holding HR Director Albina Labashova, for her part, underscored the importance of implementing individualised learning in educational institutions, noting that investors implementing projects in the Russian Far East “have high standards for the education system and stress the importance of having an attendant social infrastructure in place”.

Interim Governor of the Sakha (Yakutia) Republic Aisen Nikolaev noted that developing human capital needs to be seen as the creating comfortable living conditions and urban spaces, improving the environment, and developing information technology.

“The republic boasts two Territories of Advanced Development – the South Yakutia TAD and the Kangalassy TAD, which we see not just as territories of advanced development, but, above all else, as territories of social development”, said Aisen Nikolaev.

 Developing human capital in the Russian Far East is one of the key focuses of the 4th Eastern Economic Forum, which will be held in Vladivostok on 11–13 September.
