The Eastern Economic Forum is an international platform aiming to foster communication and cooperation between members of the business community, political figures, experts, and journalists from Russia and the Asia-Pacific region.
EEF 2019 was attended by more than 8,500 delegates, media representatives, and exhibitors from 65 countries and territories around the world. A total of 270 agreements were signed at the Forum to the value of RUB 3.4 trillion (excluding agreements where the figures were classified as commercial secrets).
The central event was the plenary session, featuring addresses by President of the Russian Federation Vladimir Putin, Prime Minister of India Narendra Modi, President of Mongolia Khaltmaagiin Battulga, Prime Minister of Malaysia Mahathir Mohamad, and Prime Minister of Japan Shinzo Abe.

EEF 2021 will be held on 2–4 September on the campus of the Far Eastern Federal University (FEFU) in Vladivostok.

The Roscongress Foundation
The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of international conventions; exhibitions; and business, public, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.
EEF 2021 will be held in strict accordance with safety measures to prevent the spread of COVID‑19. These have been carefully drawn up by the organizing committee in line with WHO and Rospotrebnadzor requirements.

As in previous years, the business programme will focus on the global and Russian economies, as well as socioeconomic issues in the Russian Far East and Asia-Pacific region.

The Innosocium LAB is multi-format platform for holding events and discussions with a social focus in partnership with key social development institutions. It is a cornerstone project by the Roscongress Foundation for highlighting best practices in the social sphere across Russia’s regions.
The Innosocium LAB’s mission is to ensure that social themes continue to be covered at Russian business forums, and to improve collaboration and trust between the public, private, and non-profit sectors.
Its areas of focus include the development of culture, the creative industries, education, youth initiatives, female leadership, and social communication.
The Innosocium LAB at EEF will also host events held as part of the Creative Business Forum. It will provide a platform for discussions, presentations, sharing experience, and developing new initiatives for government representatives and members of the business and creative communities.

If you wish to submit an application to attend EEF 2021, please sign up for a Roscongress personal account on the foundation website (roscongress.org).
Once you have completed the registration process, an email will be sent to the address you specified, containing your login and password for your Roscongress personal account.
If you previously received an invitation to a Roscongress Foundation event in 2020 or 2021 (Russia House in Davos, the Russian Investment Forum, the St. Petersburg International Economic Forum), or if your application to attend said event was approved by the relevant organizing committee, then you already have a Roscongress personal account. In this case, you can submit an application to participate in EEF 2021 via the ‘Upcoming events’ section of the Roscongress personal account. The application will be automatically completed using information from your profile.

To participate in the Forum, you must be in receipt of a written invitation issued by the organizing committee.
Following successful completion of the application, the participant’s personal data is sent for processing and the participant receives an automatic message informing them that their application has been submitted for review.
Your EEF 2021 application status will be visible in the ‘My events’ section of the Roscongress personal account. Participation applications will be reviewed by the organizing committee. If your application is approved, you will be sent an invitation to the Forum, and your application status will be updated in real time in your account. The review process takes a minimum of 10 days, although the exact time varies for each applicant.
Once you have received your invitation, please confirm your participation in EEF 2021 in the ‘My events – EEF 2021 – Event dashboard’ section of your account. If you no longer plan to attend the Forum, please also inform us of your decision via your Roscongress personal account.

Access to the EEF 2021 plenary session is by special invitation only, and will not be offered as part of the participation package.
In order to maintain a high level of representation, the number of Forum participants permitted from any one company is limited.
If the quota for participants from a given company is exceeded, the participation fee for the first additional participant will be 20% above the package price. The participation fee for each subsequent participant will increase by 50% of the package price.
No discounts are offered for participation in the Forum.

Participants who have received an invitation but have decided not to attend the Forum, or who have previously confirmed their participation but no longer plan to attend are kindly requested to officially decline their participation via the Roscongress personal account or by informing the appropriate member of staff at the Roscongress Foundation.
Your login and password for the Roscongress personal account were emailed to you when you first applied to attend a Roscongress Foundation event. If you need to restore access to your account, please send an email to weboffice@roscongress.org.
A participant can only be substituted with the approval of the Forum organizing committee. If a participant who has confirmed their participation can no longer attend the Forum for any reason, and you wish to arrange a replacement, please contact your personal manager at the Roscongress Foundation.

To pay the participation fee, go to the ‘My events’ section of the Roscongress personal account, select EEF 2021, go to the Event Dashboard section and open the Payment tab.
Once in the Payment section, enter the payer’s information, and select the payment method (invoice in roubles or bank card for residents of the Russian Federation, or invoice in roubles/US dollars/euros or bank card for residents of other countries). The participant may then select the type of payment document: a contract or invoice contract (a document acting as both a contract and an invoice).

The Roscongress personal account has been developed using SSL data encryption technology to ensure the highest levels of security and confidentiality of your personal information.
When registering for a Roscongress personal account or applying to attend the Eastern Economic Forum, participants must consent to the processing of their personal data. This consent is a requirement under Russian law, and applications to participate in events cannot be processed without it.

All participants have to submit information on their COVID-19 immunity status (presence/absence of antibodies and vaccination information) in the 'COVID-19' section of the Roscongress personal account.
Foreign citizens will also have to submit information on their arrival in Russia/departure from Russia in order to board their flights and cross the Russian border.

If a participant requires mobility assistance at the Forum venue, they should go to the ‘My events’ section of the Roscongress personal account and select EEF 2021. Next, go to the ‘Event dashboard’ and submit a request via the ‘Mobility assistance at the Forum venue’ tab. This must be done no later than three days prior to your arrival.
An accreditation badge will be required to access the Forum venue, as well as a number of events on the cultural, sports, and entertainment programmes.
A range of items will be prohibited from the Forum venue. In order to avoid any inconvenience when accessing the venue, participants are advised to leave any such items at their accommodation or in their vehicle. A full list of prohibited items will be published on the website in due course.
The badge is a pre-programmed proximity card and a unique key linked to the participant’s information on the Forum’s IT system. The badge specifies the holder’s name and surname in English, their organization, level of access, and photograph. It also includes the Forum logo.
Badges are issued to specific individuals and are not transferable. You must keep your badge and ID with you at all times while at the Forum venue.
Before collecting their badges, participants are advised to ensure the following:
In order to expedite the procedure for issuing a badge, participants may upload a scan of their passport (pages containing photo and ID info) in the My Events – EEF 2021 – Event Dashboard section of the Roscongress personal account.
Please ensure that scans are legible and contain all the information entered during registration, including passport number and serial number (if applicable), passport issuing authority, date of issue, and photograph.
You can check whether your accreditation badge is ready for collection in the Roscongress personal account, via your personal manager at the Roscongress Foundation, or by calling the Forum information centre on +7 (499) 7000 111.
A participant badge can be collected in person upon presentation of ID (info must match that in the Roscongress personal account) and the original copy of the personal data processing consent form. Alternatively, badges may be collected by an authorized representative under power of attorney.
If information contained in the participant’s ID has changed in the time since a participation application was submitted, the participant’s Roscongress personal account must be updated accordingly. If changes need to be made to uneditable fields, please contact your personal manager at the Roscongress Foundation.
Before issuing a badge, a member of staff at the accreditation point will check that the information in the Roscongress personal account matches that on the document provided. Should there be any discrepancies, it will not be possible to issue a badge on the same day.
If the badge is being collected by an authorized representative, they must provide the following:
* The power of attorney form and an example of how to complete it will be available for download from the ‘Badge сollection’ section of the website nearer the time of the Forum.
** The power of attorney is not valid without a list of all participants to be accredited, copies of their passports, and original copies of their personal data processing consent forms. Copies of passports will be returned once the badges have been issued.
An accreditation badge is activated once a negative PCR test for COVID-19 has been submitted. If a participant fails to submit a negative test result, their badge will remain inactive, and they will not be granted access to the venue.

Badges can be collected from one of the Forum accreditation points. The locations and operating hours of the accreditation points will be published in the ‘Badge collection’ section of the website nearer the time of the event.
If your accreditation badge is lost or damaged, please go to the Help Desk or any accreditation stand immediately. The badge will then be blocked, and a replacement badge will be issued to the holder upon written request.
Vladivostok is a major transport hub in the Russian Far East. Arrival options include Vladivostok International Airport (VVO), and sea and rail terminals.

Participants have a number of options for getting to the Forum venue:
In early September, the average air temperature in Vladivostok ranges from +18°C to +21°C. The wind speed ranges from moderate to strong. The temperature of the seawater is approximately +20°C. There is a high chance of precipitation and rapid weather changes, so participants are advised to pack warm clothing and an umbrella.
Vladivostok is located in the UTC+10 time zone, and is 7 hours ahead of Moscow.
