Life of Master Plans after Approval


The Far East has been at the forefront of Russia's urban development: almost all major cities have developed master plans and, most importantly, have received state support for their implementation. However, the successful utilization of the opportunities that the federal government is opening up for the regions requires systematic, coordinated, and proactive actions at the "region-municipality" level. The practice of success is just being created; there is no "beaten track."
What is objectively already possible to implement from the approved master plans, and what, in reality, still requires the creation of support tools from scratch? Where are the opportunities for genuine public-private partnerships - including what role developers play in the implementation of master plans? What prevents local investors from participating in investment projects?
Since the Masterplan is not a spatial planning document and is not legally binding, its feasibility also relies on its potential for adjustment and adaptability. It's crucial not to compromise the strategic essence of the document. Where can we strike the 'golden balance' between goal-setting and the flexibility of the master plan?
We will discuss these and other topics that emerged during the discussion. Since the platform has a less formal nature, strong opinions are welcome.

Labour Reserves: Who Is Implementing Master Plans?


The realization of any master plan directly depends on the management team in the city, which works systematically and daily to coordinate development projects. The position of the chief architect is closest to the role of a person responsible for sustainable spatial development. However, in 25 cities of the Far Eastern Federal District where comprehensive renovation is planned, only 6 cities have appointed a chief architect: Severobaikalsk, Korsakov, Sovetskaya Gavan, Khabarovsk, Yuzhno-Sakhalinsk, and Yakutsk. In the first three cities, the chief architects rarely appear in the news agenda, and in Korsakov and Sovetskaya Gavan, there is no publicly available biography of the chief architect. The Architects.rf programme trains specialists for the Far East, but only a small proportion of them are ready to enter positions of authority.
