The 8th Eastern Economic Forum
took place in Vladivostok on 10–13 September. The Forum featured over 100
sessions in the main business programme dedicated to the most pressing
international and regional topics. More than 700 speakers and moderators participated.
The largest delegations came from China, India, Myanmar, the Philippines, Laos,
and Mongolia. The organizer of the EEF is the Roscongress Foundation.
This year’s Forum programme was divided
into six thematic blocks: International Cooperation in a Changed World, The
Logistics of Change, The Far East Over the Past Decade: What Has Been a Success
and What Remains To Be Done?, Technological Development as a Guarantee of
Sovereignty, The Far East of the Future, and Education and Upbringing as the Foundation
of Independence. The theme of EEF 2023 was The Path to Partnership, Peace and
Prosperity.
The key event of the Forum was a plenary
session attended by the President of the Russian Federation Vladimir Putin and
the Vice President of the Lao People’s Democratic Republic Pany Yathotou. In
his speech, the Russian leader touched upon the most important topics of both
the further development of the Far Eastern territories and the state of affairs
in the global economy and industry.
“The Far Eastern Federal District
accounts for 40 per cent of Russia’s territory. Almost half of our forestland
and gold reserves, more than 70 per cent of our fish, diamonds, and over 30 per
cent of titanium, copper and so on are located here. Critically important
strategic enterprises, seaports and railroads are located here. In short, the
role of the Far East for our country and for its future, for Russia’s position
in a multipolar world is immense. We are well aware of it. That is why I would
like to repeat what I said in my Address to the Federal Assembly ten years ago,
in December 2013, and what I said at the very beginning: the advanced
development of the Far East is our absolute priority for all of the 21st
century, our shared responsibility and work of the Government, the regions and
major Russian companies, both state-owned and private,” Vladimir Putin said.
In addition, on the margins of the Forum,
the President of Russia viewed an interactive presentation of the results of
the development of the Far East, held a meeting on the implementation of the
programme for the development of Far Eastern cities, listened to a report
by Deputy Prime Minister Marat Khusnullin on the creation of museum and
cultural and educational complexes in Vladivostok, Kemerovo, Kaliningrad, and
Sevastopol, and conversed with the moderators of the key sessions of the Forum.
“The
Forum summarized ten years of work by the Ministry of the Russian Federation
for the Development of the Far East and the Arctic. More than 7,000 people from
62 countries and territories took part. In addition to the traditionally
friendly countries, the Eastern Economic Forum was also attended by all the
countries that are not very friendly to us. These countries include the USA,
the UK, Japan, Germany, and France. 373 agreements totalling RUB 3.818 trillion
were signed on the margins of the Forum. Amur Region, for RUB 173 billion;
Zabaykalsky Krai, for RUB 76 billion; Khabarovsky Krai, for RUB 72 billion; and
Primorsky Territory, for RUB 56 billion. The largest agreement, totalling RUB
136 billion, is with the Port Elga company for cooperation in implementing an
investment project for the construction of a coal seaport terminal. A number of
agreements have been signed on housing construction, primarily related to the
Far East Quarter project. These include, among others, the company SZ
Project-Strana-3 (Samolet Group), which intends to build housing in Korsakov,
Sakhalin Region. There are also several projects in Yakutia. We believe that
the Far East Quarter is an effective tool for constructing comfortable housing
at a reduced price in the Far East,” said Yury Trutnev, Deputy Prime Minister
of the Russian Federation and Plenipotentiary Representative of the President
of the Russian Federation in the Far Eastern Federal District.
The Eastern Economic Forum served as a
platform for negotiations between representatives of business circles from
Russia and Asia-Pacific countries. Participants in the Russia–ASEAN,
Russia–India, Russia–China, Russia–Mongolia, and Russia–Philippines business
dialogues discussed the development of cooperation and the implementation of
joint projects.
Other EEF events included a meeting of the Council of Northern Sea Route
Shipping Participants, a presentation by VEB.RF called
Growing Brands of the Far East, the APEC International Conference on Higher
Education, the Colonialism in the East and its Impact on the Modern World
International Scientific and Practical Conference and the Znanie.Lectures
programme.
“The Eastern Economic Forum traditionally
holds an important place in the calendars of Russian and foreign entrepreneurs,
representatives of government agencies, and the expert community. More than 100
sessions were held as part of the Forum. Approximately 2,400 Russian and
foreign business representatives from over 1,000 companies gathered in
Vladivostok. Despite the current state of global politics, the EEF was highly
successful and once again reaffirmed its status as a key business platform for
the entire macro-region. The discussions, business dialogues, and meetings with
foreign guests held at the Forum demonstrated that Russia’s chosen path of
reorienting its economy and industry towards the East has no alternatives. In
addition, as has become tradition, we also focused on the environmental agenda.
The 1st Falcon Day International Forum took place on the sidelines of the EEF,
and the Roscongress Foundation reached an agreement with SIBUR to transfer
certified emission reductions to the Forum, making it the largest
carbon-neutral forum in Russia,” said Anton Kobyakov, Adviser to the President
of the Russian Federation and Executive Secretary of the Organizing Committee.
The main event on the EEF Arctic agenda
was the 2nd session of the
Presidium of the Scientific and Expert Council of the State Commission for
Arctic Development. The participants discussed methods for assessing the
effectiveness of Arctic-oriented scientific research and the application of the
latest technologies for the development of the Arctic zone of the Russian
Federation. Additionally, during other EEF sessions, experts touched upon
topics such as creating a new system for managing the northern delivery and
trade and logistics centres, prospects for infrastructural modernization in
Arctic territories in light of the further development of the Northern Sea
Route, the use of preferential regimes, and the training and recruitment of
personnel for the Far North.
Over 25 events took place as part of the
EEF 2023 Youth Programme. Over 350 young professionals discussed the prospects
for IT business development with countries from East Asia, Africa, and South
America, as well as establishing effective connections with countries in the
Asia-Pacific region and fostering youth cooperation.
EEF participants from foreign governments
included Zhang Guoqing, Vice Premier of the People’s Republic of China; Pany
Yathotou, Vice President of the Lao People’s Democratic Republic; Khurelbaatar
Chimed, Deputy Prime Minister and Minister of Economy and Development of
Mongolia; and Mya Tun Oo, Deputy Prime Minister and Union Minister of Transport
and Communications of Myanmar. The Forum was also attended by 12 heads of the
diplomatic corps.
Key Trends at EEF 2023
Results of the ten-year development
of the Far East
Over the past 10 years, various schemes
have been introduced in the Far Eastern Federal District: Advanced Special
Economic Zones, the Free Port of Vladivostok, other preferential regimes, the
establishment of a single air carrier, the Far Eastern Hectare, and the Far
Eastern Mortgage. During the same period, the macro-region attracted RUB 3.4
trillion in investments and 673 enterprises were launched. However, the Far
Eastern Federal District is currently facing significant challenges, including
the construction of the Vladivostok satellite city, the implementation of
master plans, and the continued attraction of investments. These issues were
the focal point of the discussion block titled The Far East Over the Past
Decade: What Has Been Successful and What Remains to Be Done? Additionally,
while the incentives created in the Far East have been effective, they require
several changes due to the new geopolitical situation. Specifically, there is a
need to reduce time losses for businesses, simplify and expedite procedures for
obtaining the status of a resident of an Advanced Special Economic Zone, and
ensure that infrastructure is completed ahead of schedule.
The Far East: the key to new
logistics
New conditions dictate the need to
modernize approaches to the implementation of global trade. The development of
the Eastern Branch and the Northern Sea Route are the most promising ways to
ensure Russia’s leadership in the trade sphere. Furthermore, the introduction
of digital technologies, elevating cross-border cooperation to a new level, and
employing new approaches to attract foreign investors can be beneficial.
Participants in the sessions of the thematic block titled The Logistics of
Change discussed new opportunities for trade in the Asia-Pacific region,
railway and marine logistics, the aviation sector in the Far East, and
infrastructure development in general. According to experts, infrastructure
development must keep pace with, and even outpace, demand in the Far East.
Strengthening Russia’s status as a
technological power
Russia is taking confident strides in the
development and implementation of artificial intelligence technologies,
unmanned systems, drug safety, and various creative industries, as noted by the
participants of the events in the thematic block titled Technological
Development as a Guarantee of Sovereignty.
At the same time, the development of
quantum technologies, innovations in medicine, and the creation of new
materials are essential tasks to secure the country’s sovereign future. To
maintain its leading position, further progressive modernization of all sectors
of the Russian economy and industry is necessary, requiring the concerted efforts
of the entire society, along with the development of new mega-projects.
Integration associations: a factor
of sustainability
In the context of fundamental changes in
the global economy, various integration formats and commonwealths of states
play a crucial role in ensuring stability. In turn, electronic currencies have
great potential for enhancing the stability of financial systems. The world
needs to create new economic systems based on the principles of honesty and
transparency. These and other topics were discussed by participants in the
discussions of the thematic block titled International Cooperation in a
Changing World. Additionally, one promising approach in this area could be the
establishment of a Russian technological offshore with the possibility of
conducting transactions under Russian law, with participants from the BRICS+
countries.
Tourism as the basis for a new
image of the Far East
Russia’s pivot to the East has brought
about new challenges for the state, particularly in terms of implementing
support measures, expanding housing construction, and advancing investment
projects. One of the key priorities in reshaping the perception of the Far
Eastern Federal District’s regions, both domestically and internationally, lies
in the tourism industry. Within the The Far East of the Future thematic block,
discussions revolved around the prospects of tourism. As of September 2023,
experts report that Russia has established a distinct tourist brand for the Far
East, laying the economic groundwork for the development of other sectors.
Inbound tourism fosters friendly relations between countries; however, there is
room for improvement in government support measures.
Infrastructure for young patriots
Higher education plays a crucial role in
shaping Russia’s future. It is impossible to address the social, economic, and
infrastructural challenges in the Arctic and the Far East without attracting
talented young people. The implementation of programmes aimed at providing
rental housing, job opportunities, and support for SMEs can contribute
significantly in this regard. Another topic discussed during the sessions of
the thematic block titled Education and Upbringing as the Foundation of
Independence, supported by the President of Russia, pertained to the
establishment of a methodological centre at the Far Eastern Federal University
to support those responsible for military-patriotic education.
Agreements
At the Forum, 373 agreements
totalling RUB 3.818 trillion were signed (of which RUB 978.3 billion is
commercially confidential), including 41 agreements with foreign companies (26
agreements with companies from China). The top three leaders among the regions
of the Russian Federation in terms of the number of agreements signed were the
Republic of Sakha (Yakutia) with 21 agreements worth RUB 326 billion, the Amur
Region with 18 agreements worth RUB 173 billion, and Zabaykalsky Krai with 13
agreements worth RUB 76 billion.
The largest agreements are:

VEB.RF, Sber, and the Russian Ministry for the Development of the Far
East and the Arctic signed an agreement on the implementation of investment
projects in the Far Eastern Federal District totalling RUB 1.97 trillion.
·
Russian Far East and Arctic Development Corporation and Port Elga signed
a RUB 136 billion agreement for cooperation in the implementation of the
investment project titled Construction of the Port Elga Coal Marine Terminal
near Cape Manorsky.
·
Russian Far East and Arctic Development Corporation and Antey Asset
Management signed an agreement worth RUB 124 billion for the
construction of 8 crab trawlers, 2 port infrastructure complexes, and the
acquisition of 10 crabbing lots.
·
Russian Far East and Arctic Development Corporation and RUSSKY KRAB signed
an agreement worth RUB 120 billion for the construction of 10 crab
trawler vessels and the purchase of 10 crabbing lots.
·
Sber and property developer UNIKEY signed a cooperation agreement
totalling RUB 68 billion. The bank intends to provide the company with
credit facilities in the form of project financing for housing construction in
Khabarovsky Krai, the Jewish Autonomous Region, Moscow, and the Moscow Region.

Russian Far East and Arctic Development Corporation and SZ
Project-Strana-3 (Samolet Group) signed a RUB 65.8 billion agreement
outlining the terms and conditions of their cooperation for the implementation
of the Far East Quarter programme in the Yuzhnaya Advanced Special Economic
Zone, located in the town of Korsakov, Sakhalin Region. The project is
scheduled to run from 2023 to 2046.

The Amur Region, Russian Far East and Arctic Development Corporation,
and the Russian energy and metallurgical holding En+ signed a RUB 60 billion
agreement on cooperation to assess the natural and climatic conditions for
the construction of a 1,058 MW wind farm in the Belogorsky District of the Amur
Region.

Russian Far East and Arctic Development Corporation and Specialized
Developer Yakutsk River Port signed a RUB 53 billion cooperation
agreement to implement an investment project within the Yakutia Advanced
Special Economic Zone. This project entails the construction of a residential
micro-district on the territory of the Yakutsk River Port. The total
residential space in the new micro-district will reach nearly 363 thousand
square meters, providing improved living conditions for over 12 thousand
people. These new apartments will be made available, in part, due to the
conditions of the programme of preferential housing lending, which is unique
for Russia. Additionally, social infrastructure facilities will be constructed,
and the area will undergo landscaping and beautification efforts.

SZ RIA Alfa and Bank DOM.RF signed a RUB 37.8 billion agreement
for the financing of the project to integrate development of residential
neighbourhoods 2a, 2b, 2g, 4a, 4b, 4v and 17 (Sportivny micro-district) in
Yakutsk. This initiative aims to facilitate the construction of 327,000 m2
of housing to accommodate approximately 11,000 residents.
In
addition, the Roscongress Foundation and SIBUR, an oil and gas chemical
company, have agreed to transfer certified greenhouse gas emission reductions
to fully offset the Forum's carbon footprint. These reductions were achieved
through a climate project at the ZapSibNeftekhim facility in Tobolsk. The
Forum's carbon footprint is calculated by the consulting firm Kept, and the
transfer of emission reduction units from SIBUR's climate project will be
registered on a blockchain-based green digital platform.
Carbon footprint calculations and offsets will
undergo international audits, and the EEF will become Russia's largest
carbon-neutral economic forum.
EEF
Sport Games
Participants from 20 countries took part
in the EEF Sport Games. Rowers from Russia, China, Iran, Belarus, and Cuba won
prizes at the Vladivostok International Rowing Regatta. Chess, Go, and
Mas-wrestling tournaments were also held in an international format. The
largest event was the We Preserve race in support of the programme of the
President of the Russian Federation, Vladimir Putin for the preservation of the
Kamchatka Gyrfalcon. About 700 people took part in it. Olympic tennis medallist
Nadezhda Petrova conducted a warm-up before the race. The programme of the
Games was organized by RC Sport, the sports platform of the Roscongress
Foundation, with the support of the Russian Ministry of Sport.
The topics of sports and ecology were
brought together by the Kolmar Coal Mining Company Mas-Wrestling tournament.
Athletes from 19 countries participated in the competition, including Angola,
Brazil, China, Colombia, Egypt, Hungary, India, Malaysia, Mongolia, Pakistan,
Russia, Serbia, Slovakia, Togo, and others. Eight teams were named after the
fauna of the Far East. The participants of the cup also competed in the Pacific
Frontier tournament of Yakutia's national sports.
The water programme was expanded at EEF
2023. Vladivostok's water areas hosted the Parade of Sails, the Vedomosti
Business Regatta, and the Roscongress Cup. Sailing regatta in the Platu 25
class. Additionally, the Russian Cup in Aquabike and a spectacular hydroflight
show made their debut in the Forum programme.
EEF participants had the opportunity to
participate in the Evening League table tennis tournament, Roscongress Cup
tournaments in chess and go, as well as engage in a blindfold chess
simultaneous exhibition with the international grandmaster Pavel Ponkratov.
The main stars of the EEF Chess Cup were
17-year-old prodigies: Volodar Murzin, the youngest grandmaster of Russia, and
Raunak Sadhwani from India. Also in attendance were Vladislav Artemiev, one of
Russia's strongest chess players, and Nodirbek Yakubboev, the winner of the
Chess Olympiad with the Uzbekistan national team.
The All-Star Go Match gave an oriental
flavour to the sports programme. The tournament was a two-on-two confrontation
between Russia and China and ended with the victory of the Chinese team.
Igor Levitin, Aide to the Russian
President, opened the Sport in the Far East session, which served as the
platform for the presentation of the World Friendship Games and the BRICS
Games. These flagship projects of Russian sports will be realized in 2024.
‘Far
East Street’ exhibition
All 11 regions of the Far East presented
their potential and achievements in various areas on the Ajax Bay Embankment.
The pavilion of the Ministry of Sport of the Russian Federation, the Sports
Arena pavilion, the Far East and Arctic Development Corporation’s ‘Developing
the
Far East’ pavilion, and the JSC Corporation Tourism.RF pavilion were also
opened. The pavilions of the Ministry of Industry and Trade of the Russian
Federation, Russian Railways, and Falcon House were presented at the exhibition
for the first time.
“The ‘Far East Street’ exhibition has
taken place. It has been held every year since the first Eastern Economic
Forum. Gradually, the exhibition became a separate event. People look forward
to it and visit the pavilions with pleasure. At the Far East Street, each
region showcases how it distinguishes itself from others, highlighting its
advantages and strengths,” emphasized Yury Trutnev.
The exhibition also featured the ‘Soul of
Russia. The North’ pavilion. Its exposition was dedicated to the everyday life,
creativity, and lifestyle of indigenous peoples. The aim of the pavilion was to
present the aesthetics of indigenous peoples' applied creativity based on
modern architectural forms and high-tech solutions. The exposition included an
interactive zone with information about each small indigenous group living in
Russia.
The exhibition was open for EEF participants on 10–13 September and
for residents and guests of Primorsky Territory on 14–16 September.
In addition, an
exhibition titled ‘Welcome to the Far East’ was held on the margins of the EEF,
with 9 federal executive authorities participating.
Vladivostok
Seasons Festival of Culture
The Vladivostok Seasons Festival of
Culture brought together the city’s cultural programme and special events.
The Mariinsky Theatre’s Primorye Stage
hosted the premiere of Symphony No. 1 “Space”, composed for Artificial
Intelligence and the Symphony Orchestra. The composer and conductor is Pyotr
Dranga.
The Vladivostok Seasons Concert for the
city's residents and visitors was held in the Square of Fighters for the
Revolution. The concert featured performances by composer Pyotr Dranga, singer
Amaria, the symphony orchestra of the Primorye Regional Philharmonic, and guest
soloists from China – Qi Yang and Lin Jinyi.
The Russian virtuoso pianist Denis
Matsuev also performed alongside the Russian National Youth Symphony Orchestra
under the direction of conductor Dmitry Jurowski.
Forum participants and guests could visit
the exhibitions Muravyov-Amursky: Being a Governor; Vladivostok: The Age of the
Fortress; The Energy of Colour: Archetypes of the Avant-Garde; and Carlo
Dolci’s St. Catherine: From the State Hermitage’s Collection.
In addition, the Moscow Kremlin presented
the exposition Conquerors of the Seas and Gifts of the Oceans: Masterpieces
from the Collection of the Moscow Kremlin Museums, while the exhibition China
in the Work of Russian Artists Abroad: From the Collection of Sergey and Irina
Belyaev showcased 60 works by 23 artists from the eastern branch of the Russian
diaspora. Works by Russian artists, united by the theme of epic poems and fairy
tales, were featured in the exhibition The Artist and the Fairy Tale.
Falcon Day International Forum
The 1st Falcon Day International Forum was
held on 10 September in Vladivostok on the opening day of the 8th
Eastern Economic Forum. During the event, representatives from the authorities
and the scientific community, along with international experts, discussed
pertinent issues related to the scientific foundation for conserving rare
species of birds of prey, effective methods for restoring natural populations,
best practices for the practical use of birds of prey, and the operations of
breeding, rehabilitation, and reintroduction centres for birds of the falcon
family. The Forum was attended by officials and experts from Russia, as well as
from countries and territories such as Bangladesh, China, Egypt, India,
Mongolia, Kazakhstan, Kyrgyzstan, Kuwait, Myanmar, the UAE, Peru, the
Philippines, Saudi Arabia and South Africa.
During the Forum, representatives from six
countries – Russia, China, Kyrgyzstan, Kazakhstan, Mongolia, and the UAE –
adopted a framework declaration of intent to conserve the gyrfalcon population.
A falcon auction was also conducted, where more than 30 gyrfalcons, saker
falcons, and peregrine falcons bred in Russia’s largest nurseries were
auctioned. The proceeds from the auction will be used for the development of
centres for the reintroduction and conservation of falconiform birds,
ecological tourism, as well as research in natural environments and within
these centres. The auction was held in accordance with the provisions of the
Convention on International Trade in Endangered Species of Wild Fauna and
Flora, adopted on 3 March 1973 (CITES).
Creative Business Forum
The Creative Business Forum organized by
the Innosocium Foundation, the social platform of the Roscongress Foundation,
was held as part of the EEF. The Spirit of Fire Academy acted as a strategic
partner of the project.
The main events of the Creative Business
Forum took place on 10 September, the opening day of the EEF. The business
programme included ten sessions united by the theme Cultural Codes of Economy:
Unlocking Identity through Cooperation and was designed to support the cultural
heritage of indigenous peoples of the North. The participants discussed the
latest trends, best practices, and ways to develop the most important areas of
the creative economy. These included the use of regional identity and cultural
traditions as a basis for the creation of creative products, the development of
the art market, cooperation in the humanitarian sphere, the development of
creative spaces and cinema as engines of the regional economy. Additionally,
they explored holding festivals as a way of urban renewal, improving the urban
environment, and creating conditions for realizing the potential of talented
young people. The number of participants in the Creative Business Forum
sessions exceeded 120 people, and the total number of views of video broadcasts
on the VK social network totalled over over 700,000.
Thematic
Areas
Innovation Space celebrated its fifth
anniversary at the Eastern Economic Forum 2023. The platform brought together
over 70 experts in the field of innovation and digital transformation. It
consisted of ten events, including panel discussions, pitch sessions featuring
young game teams and projects from the Agency for Strategic Initiatives
ecosystem, a presentation about the World Youth Festival 2024, and a meeting of
the Friends for Leadership global community of young leaders. The Innovation
Space also included an exhibition of high-tech Russian companies whose products
may be in demand in the Far East and Asia-Pacific markets.
The Roscongress Urban Hub international
discussion platform was held for the first time at the Eastern Economic Forum.
The project united over 50 speakers, including prominent developers, system
integrators, and renowned industry experts. During the event, participants
engaged in discussions about various topics, such as the development of the
construction industry, the implementation of city master plans, financing for
housing construction, infrastructure provision, and personnel policies in the
Far Eastern Federal District. Additionally, there was an open lesson on quantum
technologies and their transformative impact on the cities of the future.
The Governors’ Club, a platform for
business meetings and informal communication among the heads of the constituent
entities of the Russian Federation, was organized at the EEF. Over the three
days of the Forum, more than 40 meetings with high-ranking officials took place
here. Among them were 11 heads of regions, representatives of the Federation
Council, the Ministry of Economic Development, the Ministry of Industry and
Trade, and the Ministry of Transport, as well as Ambassadors Extraordinary and
Plenipotentiary from the Republic of India, the Kingdom of Bahrain, and the
Republic of Kazakhstan, along with leaders of large businesses. The traditional
Governors’ Society meeting also took place. Additionally, guests of the
Governors’ Club had the opportunity to participate in professional chess
masterclasses.
VinoGrad, a themed venue organized by the
Roscongress Foundation and Rosselkhozbank to promote Russian winegrowing and
winemaking, was held as part of the EEF. More than half a dozen leading wine
brands from the Republic of Crimea, Krasnodar Territory, and Primorsky
Territory were presented. Far Eastern wines were showcased at the Forum for the
first time. Over ten events in the format of public talks, masterclasses, and
tastings with recognized industry experts were held for the venue’s guests.
Representatives of federal and regional authorities, business leaders, and
media personalities, among others, visited the venue. At the grand opening of
the VinoGrad venue, there was a presentation of the 2nd Russian Winemaking
Forum, scheduled for 9–10 November 2023, in Moscow.
In the Interros
lounge, representatives of the Group’s companies presented high-tech projects
and initiatives for the development of regions in Russia, especially in the Far
East.
The Roscongress Club, a closed club
focused on business development and social partnership, convened successful
entrepreneurs, politicians, and experts at the EEF. During the three-day event,
18 meetings took place, featuring the participation of its members and
partners, including NNK, Sakhalin Energy, SIBUR, and the Perm Territory
government. The Club’s presentation area hosted four key events: VTB’s Public
Talk, titled New/Eternal/Valuable – Main Investment Ideas in a Volatile Market;
PSB and RBC’s Investment Brunch themed Asia Without Illusions: Trade,
Investment, and Prospects; and the signing of agreements between KVC and the
Roscongress Foundation, as well as between Solid Bank and the Federal
Corporation for the Development of Small and Medium-Sized Enterprises.
Expert
and Analytical Support for EEF 2023
The Information and Analytical System of
the Roscongress Foundation continued the development of the Summary service,
which offers concise analytical summaries of the discussions along with
descriptions of the conclusions, problems, and solutions presented during these
discussions. A total of 49 analytical summaries were generated for EEF 2023.
Based on the results of the Forum, a
report titled Outcomes of the Eastern Economic Forum 2023 will be published.
This report will be available in electronic form on the official website of the
event, forumvostok.ru,
as well as on the website of the Information and Analytical System of the Roscongress Foundation roscongress.org.
Expert and analytical support for the
Forum was provided by leading experts from FEFU, the National Research
University Higher School of Economics, the Far Eastern Branch of the Russian
Academy of Sciences, the Institute of Regional Economic Studies of the Russian
Academy of Sciences, the NTI Competence Centre for Big Data Storage and Analysis
Technologies at Lomonosov Moscow State University, the Primorye branch of the
Russian Presidential Academy of National Economy and Public Administration,
Maritime State University, and Zabaikalsky State University. The experts
analysed the content of the discussions within the Forum’s business programme
events, assessed the scientific and practical significance of the key
discussions, and prepared specific recommendations. The outcome of this work
will be expert opinions on the key topics on the Forum’s agenda.
As part of the 8th Eastern
Economic Forum, experts from the Roscongress Foundation have compiled a digest
of analytical materials dedicated to the most significant comprehensive studies
on the Forum’s agenda. All these studies are available on the Information and Analytical System of the Roscongress Foundation ROSCONGRESS.ORG.
As part of the Eastern Economic Forum, the
Roscongress Foundation and the Russian Public Opinion Research Center (VCIOM)
organized sociological
support for the Forum.
