Achieving a country’s technological independence is impossible without technological breakthroughs, which are facilitated by networking, mobility, and attracting leading specialists. Boosting the mobility of Russian specialists is usually considered from the perspective of its international short-term component and integration into international research networks. But the issue of research mobility within Russia is often left out of discussions, due to the lack of information on this subject. What facilitates the research mobility of scientists in Russia? Which new centres for attracting academics have emerged in Russia’s regions over the last decade? What are the potential benefits of research mobility for territorial development? A New Kind of University: The Demands of a New Generation


The youth policy of any particular country is determined by a number of its features including: history, population structure, organization of economic and political life, priorities for state development, and more. At the same time, despite the many different approaches to youth policy in different countries, we can talk about the unity of its goal: to provide opportunities for young people to fulfil their potential in the country. At present, in a complex geopolitical situation and amid unprecedented sanctions pressure, Russian universities are faced with the task of training specialists with the knowledge and will to transform the national economy while under external constraints. This undertaking requires a profound revision of the content of universities’ educational programmes, and the creation of a special learning environment that will contribute to the deepening of students’ understanding of the need to serve their country and society. Service learning has already become a common practice for numerous universities in Russia; a number of public universities are promoting this approach. This resource is for a new educational reality and will prove to be highly popular, as it returns a deep humanistic meaning to the educational process, and fills education with real practical activity connected with tangible benefit to the wider public.

The rapidly changing geopolitical environment, caused by the tectonic breakdown of the existing system of international relations, has triggered the formation of a new multipolar world. It should certainly be created with the help of a certain toolkit, of which international professional communities become a part. The International Association of Young Diplomats is a vivid example of that. Based on the concept of "horizontal diplomacy" developed in Russia, it is designed to help create the foundation and architecture of diplomatic relations of the 21st century: relations that are open, equal, mutually beneficial, and respectful. What role does the classical diplomacy play in these processes? To what extent are the boundaries of public and humanitarian diplomacy expanding? What is the role of the expert community in these processes? How do we see the world order in the medium term?

Youth and the Far Eastern Federal District: Persuading the Young to Stay


Making it a priority to create the right conditions for the development of young people in their home regions of the Far Eastern Federal District has been repeatedly emphasized at the state level, including by the President of the Russian Federation at the Eastern Economic Forum in 2022. Various support measures are being implemented for this purpose, but the issue of young people leaving the Far Eastern Federal District remains relevant. Involving youth in the entrepreneurial environment from university, as well as setting up a system to train the labour force tailored to the needs of the region, taking into account the needs of business, can contribute to the implementation of these tasks. In addition, the creation of infrastructure for the development and implementation of startups as the most dynamic element of the new economy will help to promote young people’s entrepreneurial initiatives in the region. What tools do universities in the Far Eastern Federal District have today to involve students in business activities? What kind of transformation of the strategy for the development of partnership between universities and the entrepreneurial community should be effected in order to meet the region’s objectives? Demo Day for Technological Startups Created by Young People of the Far East


The event will feature four teams of schoolchildren and students from the Sakhalin Region, Primorsky Territory, and Khabarovsky Krai, selected from over 2,700 participants from the Far East. Their innovative developments will be evaluated by members of an expert jury. The result of the event will be the judging of the youth projects, and cooperation proposals for startups from the members of the expert panel: representatives of investment funds and corporations, as well as from universities – preferences with regards to enrolment, and expertise produced by laboratories. How may we create the necessary conditions in the region for the development of technological solutions by young people? How do young people in the Far East identify technological solutions, and what initiatives do they propose for the advancement of the region? The unity and cohesion of the multiethnic population underpins the sovereignty and statehood of the Russian Federation. Geopolitical and epidemic-related challenges of recent years have brought society together and given a new impetus to the development of volunteer initiatives. A huge number of people across the country could not remain indifferent and leave citizens who have fallen upon hard times alone with their problems. Volunteer movements, whose members are driven by kindness, friendship, and the concepts of justice, mutual aid, and support are helping to implement such initiatives. Increasingly, it is older people, and not just younger ones, who are getting involved in the work of such organizations. Opportunities to get involved in charity work should be available in all regions of the country, especially in the border areas, which are of strategic importance for the state. How effective is the work of volunteer organizations in the border regions? In what direction are they moving, and are there any particular features of the territory? How keen are young people on getting involved in patriotic movements? What kind of work is industry doing in this area? Do we need to involve business in this? In this regard, a number of trends are gaining momentum: people are increasingly thinking about recycling resources and the fact that many everyday items can be restored or transformed into something new. Or about the temporary use of services. For example, not to buy a car, but to take Yandex.Drive. Not to cook a meal, but to order a delivery. Not to buy clothes, but to borrow them. And such models of doing business are on the up. People are developing new habits, too. What are the economics of these consumption patterns? Does it help to save resources and develop new, healthy habits? Or, on the contrary, does it lead to overconsumption?

Since its inception, the alternative media infrastructure (blogs and new media) has occupied an important place in the system of communication traffic. This can be seen in the way information is created and published with increasing speed, and its changes, which have led to the creation of new social and cultural phenomena. Means of communication do not stand still: new media has dynamically swept into the life of users and saves the maximum possible time. The focus of attention is changing, and already many more users read news on Telegram channels rather than watching it on television. Blogging has had a serious impact on traditional media. Bloggers have begun to use not only newsworthy events and facts taken from the internet as a basis, but also to actively work with User-Generated Content. Today, the blogosphere is actively replacing traditional media, especially in terms of the speed of publishing information. However, traditional media is increasingly moving towards new media. So how is this redistribution of attention happening, and who is responsible for it? What kind of modernization is the new information world undergoing and what are the threats to us? A blog is the main tool of internet marketing. A business blog is an integral part of internet marketing. It helps a company to gain influence in the market, to become a niche leader, and to expand contacts with the audience. Support for SMEs is now one of the priority areas of development of the Russian economy. Problematization: there is too much content, and it is becoming increasingly difficult for socially important categories of bloggers and organizations to compete with commercial projects for attention. How can one retain an audience? How does one navigate through the variety of tools and not get lost?

Innovation and technology play a special role in the socioeconomic growth of a country. Technological solutions are constantly evolving, and skills in this area become obsolete in as little as two to five years. Businesses need to be prepared for the fact that digital transformation is not a one-time experience, but a constant process of development. And, as we know, groundbreaking ideas and innovative solutions are more often born in the minds of young inventors and developers, and their motivation and involvement helps the government to form a new digital ecosystem, and for business to stay ahead of the curve in a world of constant change and opportunities. Today it is important to implement a system of ‘seamless education’ – from basic skills in IT classes to applied skills gained in vocational education and training institutions, supplemented by managerial skills in higher education institutions and supported by fundamental scientific research in research centres. Only after completing the entire training cycle and continuing to acquire knowledge through continuous professional development do we produce highly qualified, highly competitive professionals capable of building technological companies, establishing competent management mechanisms and integrating scientific developments into business to ensure the technological, economic, and scientific sovereignty of the country. In recent years, environmental centres of attraction and competence have started to emerge. For example, Vologda has declared itself the first ecocity and created its own environmental standard. In the city of Baikalsk, the ECO.TSEKH centre for creating hiking trails and as a magnet for eco-volunteers is being set up. In Kamchatka, the Ecosystem Centre for training specialists with environmental expertise is beginning its work. In parallel, 25 world-class campuses are being built in Russia, which will become growth points not only for the universities and cities themselves, but also for the development of environmental competencies. These campuses will be developed as innovative neighbourhoods with modern public spaces based on the principles of environmental friendliness and the smart city. Why are such centres springing up all over Russia? Is it time to retrain as an environmental expert, and will this become a sought-after profession in future?
