Healthy Ambitions: Presentation of Landmark Projects in the Far East

KEY CONCLUSIONS

Green energy is already becoming the ‘new oil’ worldwide, and Russia needs to implement a larger number of new projects to create alternative energy sources

 

“For us, hydrogen means not just an energy transition, but also a diversification of the economy, not only because oil and gas will run out soon, but also nobody will buy without tax, and then they will buy the types of energy with a minimum carbon footprint, because this will be related to the price. That is why hydrogen is promising,” Valery Limarenko, Governor of Sakhalin Region.

 

“Water-based power generation is great in terms of an understandable power generation factor. <...> The main advantage is that the cost of generated electricity does not depend on the cost of fuel. Recently the coal price has risen catastrophically, and the perspectives of gas prices are unclear,” Roman Berdnikov, First Deputy General Director, Member of the Management Board, RusHydro.

 

“Speaking of the advantages of tidal power plants, they are a long lifetime, in our modern economy land transfer is not required, and the amount of energy generated can be predicted. Tidal plants have biological permeability for the passage of biological resources, fish are an important part of the entire environmental agenda. This is not only energy from a renewable energy source, this is also a green technology,” Konstantin Korotov, General Director, Kamchatka Development Corporation.

 

“Today nobody says that we are shifting away from coal and gas. They are going to be the main energy sources for a while, for 30, 40, 50 years, according to many assessments, but I am certain that the time the generation will dictate a much faster transition to alternative energy sources and achievement of carbon neutrality,” Gadzhimagomed Huseynov, First Deputy Minister of the Russian Federation for the Development of the Far East and the Arctic.

 

Green energy projects implemented in the Far East can make Russia a leader in this industry, in particular in hydrogen export

 

“In our opinion, the creation of refueling centres, port infrastructure, and hydrogen storage facilities will make it possible to implement the idea of​​a hydrogen economy on the Sakhalin territory. Our region should become a testing ground for the application of such technologies and solutions that can be further used in other Russian regions. <...> We [Russia] should strive to become a leader in this market, at least in the Asia-Pacific region, at the most in the European market,” Anton Moskvin, Vice President for Marketing and Business Development, Rusatom Overseas.

 

“The existing modern transport corridors are still considering the transit of hydrogen, these are the Suez Canal and the straits of Turkey. Transportation of hydrogen is a new process that will require greater security measures. We believe that while the whole world will be discussing and developing certain standards for hydrogen transportation, the Northern Sea Route will already be able to provide such solutions, because it is a short haul and there will be no critical zones associated with problems that can arise from hydrogen transportation,” Konstantin Korotov, General Director, Kamchatka Development Corporation.

 

PROBLEMS

Hydragen export requires technological solutions for its delivery to the producer

“Transportation of such amounts of hydrogen is a challenge. In fact, now there is no technology for delivering such amounts of hydrogen, so we are considering supplying it in the form of ammonia,” Anton Moskvin, Vice President for Marketing and Business Development, Rusatom Overseas.

 

“It is a volatile material that cannot be pumped through a pipe or pumped into and transported in a regular баллон. Production and delivery of hydrogen is a particular technology,” Valery Limarenko, Governor of Sakhalin Region.

 

New solutions and additional infrastructure are required for the uninterrupted supply of energy generated at tidal power plants

 

“A disadvantage of tidal plants is their remote locations, and its capacities need to be used. Another drawback is its relatively unstable operation, so it needs to be aligned with an energy system. If large capacities are involved, this will disturb the power system to a certain extent, and the power system needs corresponding adjustment. The plant is unlikely to be directly connected to the consumer,” Roman Berdnikov, First Deputy General Director, Member of the Management Board, RusHydro.

 

“Tidal power generation is a cyclical process, variable power supply: there are ebb and flow twice a day, and in order to ensure the smooth operation of the electrolyzer, we need to look for ways to equalize these flows,” Pavel Grachev, Chairman of the Board of Directors, H2 Clean Energy.

 

SOLUTIONS

It is possible to attract businesses to high-cost green energy projects in the Far East with the help of support tools

 

“Our role is to make these projects interesting for business. Today there are several tools: concessional financing at the first stage and a project financing factory. <…> Together with the Ministry for the Development of the Russian Far East we are actively working on new tools, talk in detail about subsidizing the interest rate at the initial stage of projects, which can boost the implementation of these projects,” Artem Dovlatov, Deputy Chairman, Member of the Management Board, VEB.RF; General Director, VEB.DV.

 

Implementation of the Penzhin Tidal Power Plant Project in Kamchatka Territory, the profitability of which will be ensured by its high capacity

 

“The Penzhin Tidal Power Plant, with the use of its maximum capacity of 100 GW, will be able to produce up to five million tonnes of hydrogen; this is a huge volume that will be achieved gradually,” Konstantin Korotov, General Director, Kamchatka Development Corporation.

 

“The main characteristic of the Penzhin Tidal Power Plant and the hydrogen production cluster is not the technology itself ... but the scale of this enterprise. <…> This potential scale will help improve the economy and obtain an acceptable unit cost. The most impressive thing about the tidal plant is not five million tonnes [of hydrogen]... but its design capacity. We are talking about 100 GW, which is a precedent not only for tidal generation, but power generation in general,” Pavel Grachev, Chairman of the Board of Directors, H2 Clean Energy.
