Ecosystem’s Legacy: Developing Youth Environmental Initiatives


In 2021, the Russian Federal Agency for Youth Affairs initiated the first Ecosystem National Youth Ecological Forum. Thanks to broad support for environmental activities among young people, the Ecosystem Forum took place in two stages in 2022: ‘Ecosystem. Sustainable Development’ and ‘Ecosystem. Protected Territory’. The forums resulted in the creation of a youth environmental movement that will preserve and enhance the legacy of the national forums. Environmental activism is gaining popularity among young people. How can the movement get the public heavily involved in environmental activities? What practices will be replicated and scaled by the movement? What flagship actions and projects will be implemented by the end of 2022 and 2023? What were the achievements of the Ecosystem Forum that took place in two stages in 2022? What themes and questions did it address? What new ideas and formats were proposed by its participants?

Demand for Services: How Is Technology Changing SMEs?


The development of electronic services allows the government to introduce more and more new products for entrepreneurs and citizens. Electronic signatures, applying for a loan without going to the office, and receiving statements by e-mail have long been firmly embedded in the lives of entrepreneurs. SMEs are also ready for transformation but prefer to change gradually. Lacking understanding of the economic benefits arising from digital technologies is slowing down the process. However, SMEs that do not embrace digitalization will fall hopelessly behind. Technology allows the market to expand and businesses in the FEFD can provide services in another part of the country or abroad. How burdensome is the introduction of new services for entrepreneurs, especially small entrepreneurs? Can entrepreneurs be compensated for the costs of mandatory digital services? What is the government strategy for developing digital services for entrepreneurs? What is the role of digitalization in "whitewashing" the industries? What new approaches to tax administration are in place? Is it necessary to have a physical address to open a business or is it becoming a rudiment and an excessive barrier?

Super-Competencies: Way to Reduce Time to Employment


In the rapidly changing realities of the labour market, it is becoming increasingly important to develop super-competences, which should begin during the freshman year. Universities are an important link to the employer. Higher education guarantees relevant knowledge for young professionals, as well as opportunity for the employer to reach the job seeker. In addition to the development of hard skills, the university’s task is to engage learners in purposefully organized activities that contribute to the fulfilment of their intellectual, moral, creative, and physical potential. The employer has a number of tasks in this interaction: to prepare the specialist for the start-up job, give him/her additional soft competences, and include him/her in the company's corporate culture through mentoring programmes. Intelligent Tasks to Artificial Intelligence?


It is always a human being at the heart of it all. Now that foreign companies are withdrawing from the Russian market, many niches that require alternative IT solutions are being freed up. It will take years to replace most of the retired technologies, to scale domestic software, and to satisfy the growing demand for hardware. Or will it? The answer depends on how quickly young programmers and engineers realize the scale of their capabilities in AI development. Therefore, one of the key areas of Russia's IT agenda today is to train competent specialists and develop new domestic solutions. Artificial Intelligence is becoming the main driver of the IT sphere and this is where new personnel is needed the most. IT competitions are one of the most effective ways to attract specialists to the field of artificial intelligence and to work on the most diverse tasks. Data is what "feeds" the artificial intelligence. Without quality datasets it is impossible to set a task, much less solve it. Entrepreneurial Mentorship: Building an SME Development Ecosystem


Entrepreneurial activity provides ample opportunities, but at the same time carries risk and responsibilities. The challenges faced by a budding entrepreneur are daunting, and interest in entrepreneurship declines with age. According to a study by the NAFI think tank, more than half of adolescents aged 10–13 want to start a business, but as they get older this number drops to a third. The lack of role models can affect the future entrepreneur’s desire and willingness to launch a project. A mentoring system can provide aspiring local entrepreneurs with the necessary examples, knowledge, and competencies. Russian business community is abundant with mentoring organizations, and those that provide mentorship in the corporate sector demonstrate particularly high effectiveness. According to the Agency for Strategic Initiatives for 2019, employers have to retrain 51 percent of fresh hires with a high school diploma and 54 percent of those with a college degree. The market has grown accustomed to having to train the workforce "to suit their needs" and is aware of the importance of the mentoring system. However, mentoring in entrepreneurship lacks a systematic approach. The absence thereof breaks the development trajectory of potential entrepreneurs, which is one of explanations for the weak growth of entrepreneurship and the small share of SMEs in GDP. What should be done to change the situation? Create a mentoring system, where the transfer of skills from the more experienced and successful colleagues is the first thing that happens. What is the role of government agencies in creating a mentoring culture in the regions? Can mentoring be one of the key drivers of entrepreneurial development in the Far East? How can we bring aspiring entrepreneurs to the idea of a lifelong learning? How can we help aspiring entrepreneurs identify competency, knowledge and skill deficits?

Ideology for the New Times: Shaping a Youth Patriotic Mindset Within the Economic Context of the Current Decade


Today, the issue of state-oriented mentality and patriotic education of young people is as relevant as ever. It concerns everyone who dreams of becoming a cyber athlete or a civil servant, a doctor or an engineer. The new economy is primarily that of knowledge: the highest stage of development of post-industrialism and innovation, where a person, with their ideals and values, becomes a priority. The Western world and consumer society ideologically embedded themselves in the reality of Russians through technology, science, and mass culture. The creation of new engineering solutions, leading to full-cycle import substitution (from software to the production of electronics and vehicles) and, as a consequence, technological independence is inextricably linked to the idea of statehood. It understands working for the good and prosperity of the country in the future, to avoid "intellectual drain" to other countries. Only people who believe in the idea of statehood, in the idea of sovereignty, in the revival of Russia as a superpower are capable of overcoming these difficulties. Are there any ideological and practical mechanisms to ensure national self-awareness aimed at a conscious labour for the good of the state? How to build motivation and a system of values to avoid brain drain? Seamless education of engineers "from a student to a pro": a perfect world or a necessary reality? Should we wait for a Russian smartphone that will be able to fully compete with the popular foreign gadgets and is it really necessary?

Spatial Data Specialist: The Profession of the Future


Today, effective territorial management is a driver of global economic development, on which both the geopolitical position of the state and national well-being depend. Consolidation and analysis of spatial data is the key to rapid land development. A single source of comprehensive and accurate spatial data is a fundamental element of national economic development, improvement of investment climate in regions and efficient state governance. In modern conditions spatial data become a tool for achieving digital maturity of the state and society. Today, the task set by the state to create the National Spatial Data System is being implemented. It is a unified digital platform uniting data on land, real estate and spatial data. Super services for people and business will be developed on the basis of the digital platform using the latest IT solutions. The geo-information technology field faces new challenges that offer ambitious and progressive prospects for young professionals. Research shows that by 2024 the demand for specialists in the field of spatial data will increase by 29 percent, and geoanalysts, as well as specialists in spatial data collection and its analysis, are high on the list of professions of the future. Experience Reboot. "Cities" All-Russian Urban Hackathon


Cities Hackathon is a unique professional platform that brings together ambitious architects, designers, and urbanists, as well as authorities who are ready to invite recently graduated professionals to the improvement of cities. The aim of the project is career guidance, increasing social activity of creative young people, the formation of a professional community, improvement of Russian cities, changing the cultural environment, as well as the development of domestic and foreign tourism. Hackathon attracts public attention to the existing problems of the territories and allows the cities to get a new look, taking into account the views of young and progressive professionals, which makes the urban environment more attractive for living. Participants of the Hackathon – architects and urbanists from 18 to 35 years old from all over Russia – will present the concept of improvement of the Youth of Primorye multifunctional youth public space to the representatives of the region. How to involve young people in strategic projects for the development of Far Eastern cities based of this example? Can young architects participate in improving the quality of the environment around them here and now? And what do young people themselves need and to whom the can address their social order? Can the emergence of modern and accessible spaces influence the retention of young people in the territory? How can such practices be replicated in other cities of the Far Eastern Federal District?
