Russia and China will simultaneously host the
AmurExpo Russian-Chinese Economic Forum (AEF) on 22–25
May 2025. The AEF is an offsite platform of the Eastern Economic Forum (EEF),
which will take place on 3–6 September in Vladivostok.
The EEF is organized by the Roscongress Foundation.
The main theme of the AEF this year is
‘Strengthening Interstate Cooperation in the Interests of the Global and
Regional Economy’.
“The People’s Republic of China remains one of
Russia’s main strategic partners in the Far East and one of the leading ones
for the Amur Region. Chinese investors are the most prevalent foreign residents
of the Far Eastern preferential regimes. Experience is being actively shared in
various areas of the economy, and social and cultural ties are actively
developing. This all helps to strengthen relations between the northern
provinces of China and Russia’s Far Eastern regions. The AmurExpo Economic
Forum provides another opportunity for entrepreneurs from the two countries to
find a business partner and discuss the implementation of investment projects
and business ideas,” Russian Deputy Prime Minister and
Plenipotentiary Representative of the Russian President in the Far Eastern
Federal District Yury Trutnev
said.
The architecture of the AEF business programme has been
posted on the event’s website and registration has opened for exhibitors.
On 23 May, the Blagoveshchensk Public and
Cultural Centre will host the plenary session of the AEF ‘Strengthening
Interstate Cooperation in the Interests of the Global and Regional Economy’. On
the same day, Amur Region Governor Vasily Orlov
will meet with representatives of foreign delegations, businesses, and the
public to discuss the region’s investment appeal and development potential, as
well as strategies and plans for Russian-Chinese cooperation.
“The AmurExpo Economic Forum is our main
Russian-Chinese business event, which annually brings together representatives
of official, business, and expert circles from Russia, China, and other
friendly countries. It has a long and rich history. The first Forum was held in
1992, and even back then Blagoveshchensk was a promising platform for
developing business ties with Chinese partners. Thanks to the Roscongress
Foundation’s support, the Forum has begun attracting even more attention in
recent years. More than 130 exhibitors take part in it each year. It is
important that some of the Forum events are held simultaneously in two
countries – Russia (Blagoveshchensk) and China (Heihe). At a meeting on the
development of Far Eastern cities, Russian President Vladimir Putin noted that
Blagoveshchensk has great potential to increase inbound tourism, as well as
prospects to become a major centre of international business cooperation. To
implement these plans, based on instructions from the president, we are
creating the Federal Centre for Russian-Chinese Cooperation in the region,”
Vasily Orlov
said.
The AEF will also host a strategic session of
the 2nd Russian-Chinese Construction Forum, which had previously
only been held in Harbin. The Forum is being organized by the Russian Centre
for National Construction Policy and the Amur Region government with the
support of the Russian Ministry of Construction, Housing, and Utility Services,
as well as the relevant Russian and Chinese agencies.
This year, the AEF venues will be located at
the Social and Cultural Centre and at Blagoveshchensk State Pedagogical
University, which will host the
scientific part of AmurExpo, as well as the Boiling Point, where events will be
held as part of the Forum’s regional agenda. In addition, the AEF will include creative
events, in which schoolchildren, students, and public organizations can take
part. In total, more than 50 events of various levels will take place during the
AEF.
"The Amur Economic Forum is a vital platform for
discussing and launching new investment projects that strengthen the economy of
the Russian Far East, including projects that expand economic and trade
cooperation with China. The geographical location of the Amur Region allows for
the implementation of unique cross-border investment projects here. This
includes the construction of the world’s only cable car between Blagoveshchensk
and Heihe, the international bridge across the Amur, and the area around the
bridge, where during the Forum we plan to officially launch construction on
infrastructure as part of the creation of the Rovnoye investment site within
the Amurskaya Advanced Special Economic Zone. Today, the residents of the
Amurskaya Advanced Special Economic Zone have already invested RUB 1.7 trillion
into their projects and created 10,000 jobs. The steps taken to develop the
advanced special economic zone are opening up new opportunities. At the Forum,
the Far East and Arctic Development Corporation will present preferential
regimes and state support measures to Russian and foreign investors and, during
an open dialogue with business and government, will discuss the initiatives
needed to fine-tune the preferential conditions in order to implement
investment projects in the Far East so that they meet the requirements of our
times, remain comfortable, and attract more and more new entrepreneurs. We also
plan to sign a number of agreements on the creation of new enterprises in the
Amurskaya Advanced Special Economic Zone, including in the agricultural
sector,” Deputy General Director
for Investment Attraction at the Far East and Arctic Development Corporation Kirill
Kamenev said.
The Forum’s business programme will address several of the key themes
in bilateral and international cooperation: effective interaction within
international organizations (BRICS, SCO, and others), the development of
transport and infrastructure, international and bilateral trade, ecology,
biotechnology, the processing of agricultural products, banking, energy,
mining, tourism, and culture.
Key export and
import companies, major corporations, government agencies, and development
institutions will present their stands to Forum guests at the Blagoveshchensk
Public and Cultural Centre. Outside, participants will present exhibits in the following
categories: Product Expo (food, agricultural products, and eco-products), Technology
Expo (cars, special equipment, and energy facilities), Industry Expo (industry,
architecture, construction, urban environment, materials, technologies and
equipment, and design), and Tour Expo (tourism infrastructure, products, and goods).

The Forum is being
held with the support of the Ministry for the Development of the Russian Far
East and Arctic, the Russian Ministry of Economic Development, the Russian Ministry
of Foreign Affairs, the Russian Ministry of Agriculture, and other federal
authorities.
The AEF is being organized
by the Amur Region government, the Amur Region Investment Promotion Agency, and
the Roscongress Foundation.
