Eastern Economic Forum 2019 Releases Business Programme Architecture

The fifth Eastern Economic Forum will take place in Vladivostok on 4–6 September.

“The Eastern Economic Forum will mark its fifth anniversary this year. That puts a lot of responsibility on us. We need to take stock of what has happened in the Far East since the very first Forum. I think we have built up some experience and we have results that we can analyse. We need to discuss how to ensure economic growth of up to 6% per year in the Far East. At present, economic growth in the Far East Federal District is over 4%, which is twice that of the average Russian indicators, but still far from 6%”, Russian Deputy Prime Minister and Presidential Plenipotentiary in the Far Eastern Federal District Yury Trutnev said.

“We’ll not only be taking a look at economic indicators and measures for the social development of the region: everything that should improve the quality of life to a level higher than the average Russian level. We need to understand how to improve the education system in the Far East as well as what goals have been set in road construction, housing, and healthcare. We are currently discussing each focus area with the relevant ministry that is responsible for it. This involves a lot of work. It is being led by the Ministry for the Development of the Russian Far East. The issues we face in each area – healthcare, education, sports, and culture – are quite acute. They all need to be addressed. We need to tell people how their lives will change. These are the instructions that were given by the Russian President at the EEF 2018. And we need to discuss how they are being implemented and whether it is possible to make the work more effective”, Russian Deputy Prime Minister and Presidential Plenipotentiary in the Far Eastern Federal District Yury Trutnev said.

The Forum’s business programme has been split into four tracks.

The ‘New Solutions to Accelerate Economic Growth’ track will be devoted to a discussion of the mechanisms that should ensure increased growth rates in the Far East economy in the period until 2025 as well as improvements in the quality of life of local residents. In particular, it will focus on improving such preferential regimes as advanced special economic zones and the Free Port of Vladivostok, the development of the Far Eastern Hectare programme, the future of the Arctic, and prospects for creating new transport infrastructure. In addition, the session participants will discuss the development of key sectors such as agriculture, fisheries, and the timber industry.

The ‘Creating Conditions for Business’ track will feature discussions on ways to support investors, including the availability of financial services, the development of transport infrastructure, the transition to project financing in construction, and the protection of investors’ rights.

The ‘Far East and the Asia-Pacific Region: Creating Opportunities for Cooperation’ track will focus on the Far East’s integration into the economies of APR countries, the development of the Northern Sea Route, the environment, international scientific and technical cooperation, and customs administration.

The ‘New Solutions for Improving the Quality of Life’ track will be dedicated to the theme of social development in the Far East. Participants will discuss such issues as healthcare, education, housing and utilities, the urban environment as well as mechanisms to improve the labour market in the Far East.

“The participants and guests of the Eastern Economic Forum will come together in Vladivostok for the fifth time in September. Over the years, the Forum has become a leading international platform for the discussion of global issues in the world economy, integration processes in the Asia-Pacific region, and the development of new industries and technologies. Today, the EEF is one of the tools used to develop the Russian Far East. The discussions held as part of the business programme contribute to the region’s economic, technological, and social development and also ensure improvements in the quality of life in the Far East”, Adviser to the President of the Russian Federation and Executive Secretary of the Eastern Economic Forum Organizing Committee Anton Kobyakov said.

In addition, the programme will feature Russia–China, Russia–Japan, Russia–India, Russia–ASEAN, and Russia–South Korea cross-country business dialogues during which representatives of the business community will discuss practical cooperation issues.

The Eastern Economic Forum also plans to hold a youth education day during which leading experts and guests of the EEF will give lectures for students from Far Eastern Federal University.

Events to be held on the sidelines of the EEF 2019 include the Russian-Chinese Media Forum, the Intergovernmental Russia–Singapore High-Level Commission, and the Conference on the Common Economic Space from the Pacific to the Atlantic Ocean. Presentations will also be held about the investment potential of Far East regions along with opening ceremonies for new enterprises in the Far East.
