Zabaikalye
Advanced Special Economic Zone (ASEZ) has been established in the Zabaikalsky
Territory. Prime Minister of the Russian Federation Dmitry Medvedev announced
the signing of the corresponding decree during a meeting dedicated to the
arrangements for socio-economic development of the Zabaikalsky Territory that
took place in Chita on 1 August.
According
to the document, “Establishment
of Zabaikalye ASEZ is aimed at the development of the Zabaikalsky Territory and
building competitive advantages for attracting investors. The plan includes creation
of over 9,250 jobs. Total revenue for budgets of all levels will reach 31.3
billion roubles by 2028.”
According
to Dmitry Medvedev, 15 projects worth almost 200 billion roubles in such areas as
industry, agriculture, and extraction of mineral resources are planned to be implemented
on the territory of Zabaikalye ASEZ. One of the key projects will be the development
of the Udokan copper mine.
Zabaikalye
is the twentieth ASEZ created in the Russian Far East. Earlier, in June 2019, a
decree on establishment of Buryatia ASEZ in the Republic of Buryatia was
signed.
In
2018, the Zabaikalsky Territory and the Republic of Buryatia became part of the
Far Eastern Federal District. All investor support mechanisms and preferences that
are in place in the Far Eastern Federal District have been expanded to these
two regions.
The issues
of optimization of preferential regimes in the Far East, such as ASEZs and the Free
Port of Vladivostok, will be discussed as part of the ‘New Solutions for
Accelerating Economic Growth’ block of the business programme of the 5th
Eastern Economic Forum. EEF 2019 will be held in Vladivostok on 4–6 September.
