WHEN TO GET TESTED?

1. General Information

Testing during the Forum

In order to access the FEFU campus from 07:00 on 1 September to 23:59 6 on September (Vladivostok time, GMT+10), all participants, media representatives and staff attending EEF, the 2nd Falcon Day International Forum, and EEF events must take a PCR test for the COVID-19. One PCR test for the entire duration of the Forum must be taken 24 hours before visiting the Forum venue. PCR test for access to the Forum venue can be submitted from 07:00 on 30 August, Vladivostok time (Vladivostok time, GMT+10), in Moscow at this time it will be 00:00 on 30 August.

  • A single test is sufficient for attendance at all Forum events, except the plenary session and events with the participation of the President of the Russian Federation. Plenary session attendees must take the additional PCR test 24 hours before the event.
  • The badge is activated automatically by a negative test result. The test result is valid for visiting the venue until the end of the Forum.
  • Results will be provided within 24 hours, for the loop-mediated isothermal amplification (LAMP) method — 4 hours.
  • PCR testing at dedicated Forum testing centres is strictly by appointment only.
  • If a participant arrives at the venue by personal accredited car with a driver, then the driver must also take PCR test. The participant needs to register the driver for testing in their Roscongress personal account.

2. You are departure into Vladivostok from another Russian region on 1 September and later

Participants who are arriving to Vladivostok from another region of Russia must take a PCR test and get a negative result before departure. The test result is valid until the end of the Forum.

Take a PCR test at one of the Forum’s dedicated testing centres, which are provided by Rospotrebnadzor.

A single test is sufficient for attendance at all Forum events, except the plenary session and events with the participation of the President of the Russian Federation.

If you live on the FEFU campus, you must have an active badge to enter the area from 07:00 on 1 September. For this purpose you must take a PCR test no earlier than 48 hours before departure to Vladivostok. The test result will be valid until the end of the Forum.

If you plan to stay in Vladivostok, you must take a PCR test not earlier than 48 hours prior to your departure to Vladivostok and have an active badge for access to the Forum venue.

3. You live in Primorsky Territory or arrived in Vladivostok before 31 August

You live in Primorsky Territory
Participants who live in Primorsky Territory must take a PCR test at one of the dedicated EEF 2024 testing centres 24 hours before arriving at the venue for the first time. Test result is valid until the end of the Forum.

4. Testing for access to the plenary session

Testing for access to the plenary session and events with the participation of the President of the Russian Federation

To attend the plenary session of the Forum and the events with the participation of the President of the Russian Federation, you will need to retest.

Please note that access to these events is by special invitation only; you will be invited in advance. The invitation to the plenary session will be sent by email.

The test must be taken 24 hours before the event. Take a PCR test at one of the Forum’s dedicated testing centres, which are provided by Rospotrebnadzor.

WHERE TO GET TESTED?

Testing will be carried out only at the Forum’s dedicated testing centres, which are provided by Rospotrebnadzor in Vladivostok, Moscow and St. Petersburg.

The results of tests taken at other laboratories will NOT be accepted for access to the venue.

DOCUMENTS REQUIRED FOR TESTING

INFORMATION ABOUT IMMUNITY

In order to be admitted for PCR testing, all Forum participants and media representatives must provide information about their immunity in the Roscongress personal account or personal web office (for media and organizations):

Information about COVID-19 vaccination status (if vaccinated, you must upload a scanned copy of a document confirming vaccination. If you have been vaccinated with a non-Russian vaccine, you don’t need to upload your certificate).

Information about previous coronavirus infection (COVID-19) status (if previously infected, you must upload a scanned copy of a document confirming infection. If you have a medical certificate from another country confirming that you have recently had COVID-19 or have medical contraindications for vaccination, you don’t need to upload your certificate).

Information about permanent residence and temporary addresses in Vladivostok during the Forum.

Please be mindful of the validity periods for proof of immunity:

  • Written documentation of exposure to the disease – 1 year
  • Certificate of medical contraindication to vaccination – 1 year
  • COVID-19 vaccine certificate – 1 year
  • Certificates obtained more than one year ago need not be uploaded.

FORUM PARTICIPANT ID

When taking a PCR test, you must provide your Forum participant ID.

Before visiting a testing centre, please find out your Forum participant ID number (available in the Roscongress personal account or personal web office) and take your passport with you.

OR

If you have already received your badge, please take it with you – you can find your ID number there.

If a test is not associated with a participant ID, it will not be possible to send the test results to the Accreditation Centre in order to activate the badge to attend the event.

1. Participant ID

An ID number is assigned to each participant after registering in the Roscongress personal account.

You can view your ID in the ‘Personal data’ section of the Roscongress personal account next to the participant photo.

You can view your ID in your personal web office next to the participant photo.

CONSENT FORMS FOR MEDICAL INTERVENTION AND TO THE PROCESSING OF PERSONAL DATA

You must print, fill out, sign consent forms for medical intervention and to the processing of personal data before visiting the testing centre and bring it with you.

Consent for medical intervention for minors is filled out on behalf of the legal representative, so fill it out in advance.

PCR testing at dedicated Forum testing centres is strictly by appointment in the Roscongress personal account or personal web office only. Please arrive at the time of your booking.

BOOKING A TEST

Please note: In order to book a PCR testing, you must:

  • fill in all the required fields of the questionnaire in the ‘Data about immunity’ section. Required fields are marked with an asterisk
  • fill in contact information and E-mail. It is not necessary for participants and the media to confirm the phone number

PCR testing at dedicated Forum testing centres is strictly by appointment only.

1. Participants

You must use the Roscongress personal account to book a test.

In the Roscongress personal account, go to the ‘My events’ section and choose ‘EEF 2024’, then open the ‘Event dashboard – PCR testing’ tab. In the ‘PCR testing – Book a test’ section, choose the most convenient testing centre from the list and select a time slot.

2. Media

You must use the personal web office to book a test.

In the ‘PCR testing – Book a test’ section, choose the most convenient testing centre from the list and select a time slot.

3. Accredited drivers

If a participant arrives at the venue by personal accredited car with a driver, then the driver must also take PCR test. The participant needs to register the driver for testing in their Roscongress personal account.

PCR testing is to be paid for separately. Please do not forget to pay for your PCR test.

PAYMENT FOR PCR TESTING

In order to pay for a test, you must provide the Forum participant ID of the person whose PCR test is being paid for.

How do I pay by card via the Roscongress personal account?
  1. Go to the ‘My events – EEF 2024 – Event dashboard – PCR testing – Payment for PCR testing’’ section of the Roscongress personal account
  2. Provide medical intervention consent forms for medical intervention and to the processing of personal data
  3. Click the ‘Pay’ button
  4. Provide your ID or ID of the person whose PCR test is being paid for
  5. Provide consent for personal data processing (tick the checkbox)
  6. Make the payment by card
  7. Tick the field marked ‘Get a receipt’ and enter your email address in order to request a receipt. A receipt will be provided within 24 hours.

If the payment does not go through, please contact your bank. Payments are made in Russian roubles.

The transfer of funds takes some time. We recommend paying for testing in advance, before going to the PCR testing point.

How do I pay on behalf of a legal entity?

  2. Sign the agreement on behalf of the legal entity.
  3. Provide the full names and IDs of the participant or participants whose tests are being paid for in the agreement.
  4. Make the payment.

Testing can only be carried out after the payment has been made in advance and in full.

All agreements for PCR testing in all testing centres are signed with the Federal Budget-funded Healthcare Institution "Federal Centre for Hygiene and Epidemiology of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing.

How do I pay by cash?

Testing centres have cashpoints where you can pay for the test in cash or by bank card.

Payments are made in Russian roubles.

How do I pay by QR code?

All testing centers have posters with a QR code and instructions for paying for testing.

You can pay for testing in the testing centre by QR code. But you should know your ID Forum participant number.

LAMP TESTING

Forum participants and media representatives have the opportunity to test for COVID-19 by loop-mediated isothermal amplification (LAMP) method.

Results are available within 4 hours.

To get tested, sign up using your Roscongress personal account for participants, or the personal web office for members of the media. In the list of testing centres, select those with the LAMP prefix.

At the testing centre, please inform the staff that you plan to be tested using the loop-mediated isothermal amplification method.

TEST RESULTS

Lab results will be provided within 24 hours. Before going to the Forum venue, please make sure that your test result is negative and your badge is activated. You can check the test result in the ‘PCR testing – Test results’ section in the Roscongress personal account / personal web office. If you don’t get the test result, you can find out information:
  • by calling the Forum information centre at +7 (499) 7000 111;
  • by calling your Roscongress Foundation specialist.

PREVENTIVE MEASURES

1. Thermometric control

All participants and technical staff will have their temperature measured at the entrance to the Forum venue using non-contact body temperature measuring equipment. Participants and technical staff with a body temperature of 37.1 °C or above or signs of an infectious disease (acute respiratory infection) will not be allowed to enter the Forum venue.

2. Disinfection

It is advised to use the hand disinfection devices set up at the venue.

Entrances to the Forum venue, conference rooms, halls and other common areas are equipped with hand disinfection devices, including contactless dispensers.

3. Air sanitizing

Air sanitizing ultraviolet bactericidal equipment has been installed in conference halls.

4. Cleaning of surfaces with antiviral disinfectant

Surfaces at the Forum venue are cleaned with antiviral disinfectant.

MEDICAL ASSISTANCE

Ambulance teams will be on duty on the FEFU campus throughout the Forum. There will be several medical stations in buildings 8.1, 6.1, B and G.

Documents

In order to receive timely medical assistance if you have confirmed novel coronavirus infection (COVID-19) symptoms, please make sure to have an identification document (passport), migration card and a compulsory health insurance certificate (valid in the Russian Federation) with you at all times.

Detection of COVID-19

If you test positive for COVID-19, you must inform the organizers of your current location within 24 hours so that the information can be sent to Rospotrebnadzor.

Please note that entry to the Forum will be automatically blocked. You must self-isolate in your accommodation facility for the duration of the Forum.
