극동 지역의 수산업 복합체는 생산 및 가공 시설의 교체를 진행 중이다. 교체의 주요 동기는 투자에 대한 대가로 쿼터를 제공하는 메커니즘이었다. 자원 인센티브 덕분에 극동 어업 수역에는 이미 14 개의 첨단 생선 가공 공장, 5 척의 어선 및 5 척의 게잡이 선박이 건조되었다. 투자쿼터 메커니즘의 제2단계 규정 고안은 내용과 시행착오를 고려하여 마무리 단계에 있다. 재정적, 규제적 측면에서 조업사의 부담이 여러배 증가한 점, 균형이 필요한 점을 고려할 필요가 있으며 현장의 목소리를 청취해야 한다. 수산업계에서 수입 대체 기회, 국내 독자적인 생산 시설 구축, 외부 영향으로부터 자유로운 신뢰할 수 있는 해외 파트너십 구축을 위한 적기가 도래했다. 극동 어업의 주요 방향성은 내수 시장이며 도태된 수요 충족 메커니즘은 더 이상 현실성이 없고 국내 수산물 가격형성의 외화 의존성은 용납 할 수 없으며 양식업은 강력한 성장 동력이고 개혁이 필요하다.

러시아는 극동 도시의 새로운 모습을 창출하고 사회 환경과 도시 경제를 발전시키기 위해 극동 지역 도시에 대한 마스터플랜을 개발하고 있다. 2021년에 시작된 극동 양허계약 프로그램은 극동 지역 주민들의 도시 환경의 쾌적함을 개선하고 극동 지역에 거주하고, 자녀를 키우고, 공부하고, 일하고, 방문하는 사람들을 위한 새로운 인프라의 승수 효과를 통해 지역의 사회 및 경제 발전을 보장하는 인프라 시설을 만드는 것을 주요 목표로 한다. 이 프로그램은 기존의 예산 제약 내에서 국가와 기업이 재정적 위험을 분담하지 않고는 만들 수 없는, 앞으로 여러 세대에 걸쳐 수요가 있을 복합 인프라를 구축할 수 있는 도구로서 현재 지역과 투자자들의 수요가 상당하다. 2023 년 말까지 총 예상 비용이 최소 1,500 억 루블인 극동 도시의 마스터플랜에 따라 최소 30 개의 시설이 도입될 계획이다. 동시에 현재의 경제 상황은 극동 경제의 발전을 필요로하며 이는 새로운 교통 및 산업 인프라 없이는 불가능하다. 새로운 경제 상황에서 PPP의 기회와 한계를 고려하는 것을 포함하여 경제 개발, 금융 시장 및 인프라 갱신의 전략적 목표를 해결하기위한 최적의 접근 방식을 공식화하고 협력하기 위해 모든 이해 관계자의 노력을 전반적으로 통합해야 한다.

현재 국내 경제는 기술 주권을 달성하고 지역 간 및 부문 간 협력을 강화해야 하는 과제에 직면해 있다. 경제적 압박 상황에서 협력 관계를 발전시키고 강화하는 가장 효과적인 메커니즘 중 하나는 산업 클러스터 도구이다. 이 도구를 활용하면 이니셔티브 비용을 크게 절감하면서 산업 클러스터의 수입 대체품 생산을 위한 프로젝트를 구현하여 연방 및 지역 수준에서 정부지원을 유치 할 수 있다. 이 외에도 제품 구매자도 정부지원을 신청할 수 있으며 이러한 산업 제품의 초도물량 구매 비용의 최대 50 %를 충당하는 보조금을 받을 수 있다. 산업 클러스터는 수입 원료, 소재 및 부품에 대한 기업의 요구를 파악할 수 있기 때문에 잠재적 인 투자 프로젝트를 식별하는 원천이다. 동시에 해당 메커니즘을 통해 가장 효과적인 프로젝트 구현을 위해 현행 정부지원책을 적절하게 적용 할 수 있다. 따라서 대통령 지침 이행의 일환으로 2023 년 1 월 1 일부터 산업 클러스터에 대한 새로운 우대 제도가 시작되었으며 우선분야 제품 생산을 위한 프로젝트에 대한 대출 금리 우대, 사회보장세율 7.6 %로 인하, 세금 및 통관 모니터링 절차를 적용 할 수 있는 무조건적인 권리와 같은 지원 조치가 시작되었다. 산업 클러스터의 메커니즘은 러시아의 기술 주권 달성에 어떻게 기여하는가? 새로운 지원책이 해외 시장에서 산업 제품 판매 증진에 어떻게 기여할 수 있는가? 수입 대체 분야 투자 프로젝트의 추진을 목표로 하는 연방 및 지역 정부지원책은 어떤 것이 있는가? 수입 대체품을 생산하기 위해 새로운 국내 기업을 설립하는 방안과 필요한 역량을 갖춘 기업과 함께 새로운 생산 체인을 구축하는 것 중 어떤 경로를 선택해야 하는가? 산업 클러스터 메커니즘의 이점에 대한 업계의 낮은 인지도를 극복하고 클러스터 조성으로 끌어들이는 방법은 무엇인가? 산업체들 위해 산업 클러스터 참여기업 신규 정부지원책의 접근성을 높이는 방법은 무엇인가?

서방 국가 집단의 지배 정책은 세계에 미래에 대한 유망하지 않은 시나리오를 제안한다. 글로벌 대결의 맥락에서 서방은 민주주의를 표방한 모델을 강요하는 것에서 개별 국가와 지역에 대해 주권 포기, 전통적 가치와 문화적 정체성 삭제, 자원과 노동력 착취, 언론, 교육, 국가 안보 시스템에 대한 통제, 제도적 제재를 통한 정치적, 경제적 고립 등 의존적 존재 형식을 공개적으로 강요하는 방식으로 전환하고 있다. 서방은 디지털 기술, 소셜 미디어 및 대중 문화를 이용한 대대적인 사고방식 가공을 통해 전 세계에 자신들의 규칙을 강요하려는 욕망을 뒷받침하고 있다. 이 공격의 표적은 주로 가까운 미래에 자국의 정치, 사회, 경제, 문화적 의제를 결정할 젊은 세대이다. 서구의 신식민주의적 태도에 대한 선전, 정보, 역사적 사실 및 지식의 대규모 왜곡, 미국 인터넷 플랫폼의 디지털 독재 - 이것은 러시아, 중국, 아태지역 국가, BRICS, SCO, 글로벌 남부와 같이 자신의 미래를 위해 외부에서 강요한 프로그램을 받아들이지 않는 모든 사람들이 직면한 도전의 일부일 뿐이다.
