Russian President
Vladimir Putin has approved and published a list of
instructions based on the results of the 7th Eastern Economic Forum,
which took place on 5–8 September 2022.
Putin instructed the
Russian government to submit proposals on ways to improve the special legal
regime for entrepreneurial and other activities in advanced special economic
zones by 15 November 2022. The document also states that special attention
should be paid to creating favourable conditions to implement projects with
partners from friendly countries for the production of high value-added
products and high-tech projects. The government was also instructed to amend
the Strategy for the Development of the Mineral Resource Base by 31 March 2023
with special attention given to issues associated with geological exploration
and the processing of scarce minerals.
The instructions
indicate that special attention needs to be paid to ensuring the effective
operation of transport corridors, including the Northern Sea Route, by
specifically renovating the traction and rolling stock of railway transport,
increasing the utilization capacity of Russian shipyards, establishing an
economically substantiated tariff, preparing a strict schedule, and ensuring
other competitive conditions for the transportation of cargo along the Northern
Sea Route from the Far Eastern Federal District to the European part of Russia
and back.
The Russian
president’s instructions call for extending the Far Eastern Mortgage programme
until 2030. Separate instructions were given to such organizations as Russian
Railways, DOM.RF, the Agency for Strategic Initiatives, VEB.RF, RusHydro, and
other companies.
In addition, the
Ministry for the Development of the Russian Far East and Arctic and the
executive authorities of Russia’s regions have been instructed to ensure the
competitive selection of developers as part of the Far Eastern Quarter
programme.
The document pays
special attention to the practical tasks of a government commission responsible
for improving the stability of the Russian economy amidst sanctions, in
particular, municipal flagship organizations.
The Roscongress Foundation was instructed to ensure the analysis and summary of the final materials of the Eastern Economic Forum by 1 December 2022.

Eastern Economic Forum will take place on 5–8 September 2023 on the campus of
Far Eastern Federal University in Vladivostok. The events will be organized by
the Roscongress Foundation.
