Online Session to Prepare for EEF Addresses Prospects of Russia-Asia Scientific and Technological Cooperation

Far Eastern Federal University (FEFU) and the Russky Innovation Science and Technology Centre (ISTC), together with the Ministry for the Development of the Russian Far East and Arctic, the Russian Far East and Arctic Development Corporation, the Roscongress Foundation, and experts from the Asia-Pacific region, held a regional online session titled ‘Innovation Centres, Tech Entrepreneurs, and Modern Cities in the Pandemic Era’ on 2 July as part of preparations for the Eastern Economic Forum 2021. The meeting was moderated by Denis Kovalevich, a technology entrepreneur and founder of TechnoSpark, the first startup studio in Russia. The participants discussed the importance of science parks, innovation centres, and clusters in the new reality.


The COVID-19 pandemic poses an unprecedented challenge to the entire planet. The crisis is transitioning the world to a new era for business and technology, where the role of new innovation ecosystems in the form of innovation centres, parks, and clusters is increasing.


As regards the development of science and technology in the Far East and the Arctic, the relevant strategic documents for the development of macro-regions have already been adopted until 2035. A world-class scientific and educational centre called Russian Arctic: New Materials, Technologies, and Research Methods was created as part of the programme. Its job is to build a modern research and development model for the technological development of the territory. In addition, a ‘tech valley’ has been created on Russky Island that is designed to become the largest scientific and technological centre in the Asia-Pacific region and implement projects involving IT, the ocean, and biotechnology that are in demand on the market.


“We already have the first residents who are opening their R&D centres on preferential terms to set up high-tech business. Our job is to combine technologies, markets, and capital in the Asia-Pacific region in order to develop the Far East,” Deputy Minister for the Development of the Russian Far East and Arctic Anatoly Bobrakov said.


Innovation centres play a crucial role in the development of the scientific and technological sector on an international scale. They stimulate the economic and innovative growth of the state. But, as noted by Herbert Chen, Deputy Chairman of the International Association of Science Parks at Tsinghua University Science Park (TusPark), not a single company, not even a major one, is able to solve all the problems of mankind, especially in the conditions that have been created by this new reality. 


“We need cooperation in the scientific and technological sector so that companies can interact as closely as possible. I think it’s time for all of us to think about creating a single platform to exchange knowledge between parks around the world. Only thanks to such international scientific and technological cooperation will we be able to stay one step ahead of any challenge that may confront humanity,” Chen said.

In terms of scientific and technological breakthroughs, the issue of training and attracting human resources is just as important. To solve it, Russky ISTC in Vladivostok is developing a project to attract talented young people, tech entrepreneurs, engineers, and scientists. The centre also has plans to further promote ideas and products.


“Vladivostok is located in close proximity to the countries of the Asia-Pacific Region, so we view the ISTC as a technological hub to transfer domestic technologies to countries of the Asia-Pacific Region and vice versa. Our goal is to attain the same level as world parks, which take responsibility not only for the creation of technology, but also for capitalization, i.e., bringing a product to advanced international markets,” FEFU Vice Rector for Prospective Projects and New Infrastructure and General Director of the Russky ISTC Development Fund Yelena Kharisova said.
