    • What is the Eastern Economic Forum?

      The Eastern Economic Forum is an international platform aiming to foster communication and cooperation between members of the business community, political figures, experts, and journalists from Russia and the Asia-Pacific region.

    • When and where will the Forum take place?

      The 8th Eastern Economic Forum 2023 will take place on 10–13 September 2023 in Vladivostok on the Far Eastern Federal University (FEFU) campus.

    • Who is organizing the Forum?

      The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of nationwide and international conventions; exhibitions; and business, public, youth, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

    • What events will be included in the Forum business programme?

      The business programme will focus on the global and Russian economies, as well as socioeconomic issues in the Russian Far East and Asia-Pacific region.

      The EEF 2023 programme will be published in the ‘Programme’ section closer to the dates of the Forum.

    • How do I become a partner of the Forum?

      The prestigious status of Forum partner affords a range of excellent business promotion opportunities at the Eastern Economic Forum.   • PARTICIPATING IN THE FORUM AS A MODERATOR OR SPEAKER

    • How can i take part in the Forum as a moderator or speaker?

      Should you wish to participate in EEF 2023 as a moderator or speaker, please email your request to the working group responsible for drafting the programme (programme@roscongress.org). Specify your contact information, job title, and organization, and include a brief list of points you wish to cover in your talk on your selected topic.

      If you are submitting your request after the programme architecture has been published online, please also indicate where specifically the presentation would fit within the programme.

  • PAYMENT OF PARTICIPATION FEE
    • How do I pay the Forum participation fee?

      To pay the participation fee,

      1. Go to the ‘My events’ section of the Roscongress personal account
      2. Select EEF 2023
      3. Go to the ‘Event Dashboard’ section
      4. Open the ‘Payment’ tab
      5. Enter the payer’s information
      6. Select the payment method:
        • invoice in roubles or bank card for residents of the Russian Federation
        • invoice in roubles/US dollars/euros or bank card for residents of other countries
      7. The participant may then select the type of payment document: a contract or invoice contract (a document acting as both a contract and an invoice).

    • How do I pay by agreement?

      The participation fee may only be paid by the individual or legal entity indicated as the Customer in the participation contract.

      Steps for paying the participation fee by contract:

      1. Download the participation contract from the Roscongress personal account
      2. Print and sign the contract, and email a scanned copy to your EEF 2023 personal manager at the Roscongress Foundation
      3. Download the generated invoice
      4. Pay the participation fee via your bank (payment may take more than 3 banking days to process) or by bank card via the Roscongress personal account (payment will go through immediately).

      Acceptable payment forms include Visa, Mastercard, American Express, Union Pay, and MIR payment system cards issued by Russian banks and Union Pay payment system cards issued by foreign banks. Payments are made in Russian roubles.

    • How do I pay by invoice/agreement?

    • What is the Roscongress personal account?

      The Roscongress personal account is an information space, communication tool, and service platform for participants of all Roscongress Foundation events.

      Features:

      • Submit applications to attend events organized by the Roscongress Foundation
      • Browse upcoming events and plan your personal schedule using the business calendar
      • Receive updates to your participation status and learn about services offered at various events organized by the Roscongress Foundation
      • Access resources and analysis on previous events organized by the Foundation
    • How do I register via the Roscongress personal account?

      You can register for a Roscongress personal account on the Roscongress Foundation website.

      You can register for a Roscongress personal account in five simple steps. Step one is to fill in your personal details. You will then be prompted to provide your passport details, information about your organization and your contact details. The fifth and final step is to select the event.

      Once you have completed the registration process, an email will be sent to the address you have provided containing your login and password for your Roscongress personal account.

    • How do I log in to my Roscongress personal account?

      To log in to your Roscongress personal account, please enter the login and password emailed to you when you first registered for your account. If you have forgotten your login and password, you can use the login and password recovery function on the Roscongress personal account login page or contact us by email: weboffice@roscongress.org.

    • What should I do if I have forgotten my login or password?

      If you have forgotten your login and password, you can use the login and password recovery function on the Roscongress personal account login page or contact us by email: weboffice@roscongress.org.

    • How is the confidentiality of data in the Roscongress personal account protected?

      The Roscongress Foundation strictly adheres to legal requirements governing the protection of every participant’s personal data.

      The Roscongress personal account has been developed using SSL data encryption technology to ensure the highest levels of security and confidentiality of your personal information.

      When registering for a Roscongress personal account or applying to attend the Eastern Economic Forum, participants must consent to the processing of their personal data. This consent is a requirement under Russian law, and applications to participate in events cannot be processed without it.

    • How can I make changes to my personal information?

      Should you wish to edit your personal information, go to the ‘My events’ section of the Roscongress personal account and select EEF 2023.

      If you need to edit your personal information as it appears in the general settings of your Roscongress personal account, or if you need to make changes to uneditable fields, please contact your personal manager at the Roscongress Foundation. Your personal manager’s contact information can be found in your Forum invitation letter. Alternatively, call the Forum information centre on +7 (499) 7000 111.

    • There’s an error in my personal data in the Roscongress personal account. Do I have to make changes myself?

      In order to get your badge prepared for issuance, the information in the Roscongress personal account must completely match the data in your passport.

      In the ‘Event dashboard’ section of the Roscongress personal account you should:

      • enter your personal information in full in accordance with your passport;
      • upload a required photo for your badge;
      • upload a scanned copy of your passport (pages 2 and 3). Please note that you can't edit or replace your photo once you've saved the scanned copy of your passport.
    • What features are available in the Roscongress personal account?

      Participants who have received an invitation can confirm their participation in EEF 2023 in the ‘My events – EEF – Event dashboard’ section of their account.

      Participants can also use the ‘Event dashboard’ to do the following:

      • Edit their personal data
      • Upload badge photograph
      • Generate an agreement or invoice/agreement and pay the participation fee
      • Provide information on their COVID-19 immunity status
      • Sign up for PCR testing and pay for it
      • Generate an invitation for foreign visitors (if a visa is required to enter the Russian Federation)
      • Schedule meetings with other Forum participants at the EEF 2023 venue and other locations
      • Submit an accreditation request for a personal vehicle and drivers
      • Register for events on the cultural, sports, and entertainment programmes
      • Request services (such as photography and videography services, and car rental)
    • Where should I provide information on my COVID-19 immunity status?

      All participants have to submit information on their COVID-19 immunity status (presence/absence of antibodies and vaccination information) in the COVID-19 section of the Roscongress personal account.

  • VISA SUPPORT

    • Can Forum participants apply for a Russian visa in a simplified manner?

      Yes. Forum participants will be able to receive an invitation for foreign visitors. It is a special document provided by the Forum organizers for those who require a visa to enter the Russian Federation.

      ! Please note, that this is a separate document from a Forum invitation. In order to obtain it please contact the Roscongress Foundation employee you are in touch with regarding your participation in the Forum.

      The document could be generated in the Roscongress personal account closer to the Forum dates (follow the tabs My events – EEF – Event dashboard – Visa support).

  • ACCESSING THE FORUM VENUE

    • How do I access the Forum venue?

      An accreditation badge will be required to access the Forum venue, as well as a number of events on the cultural, sports, and entertainment programmes.

      Badges are issued to specific individuals and are not transferable. You must keep your badge and ID with you at all times while at the Forum venue.

      A range of items will be prohibited from the Forum venue. In order to avoid any inconvenience when accessing the venue, participants are advised to leave any such items at their accommodation or in their vehicle.

      A full list of prohibited items will be published on the website in the ‘Access to Forum venue’ section closer to the dates of the Forum.

  • BADGE COLLECTION
    • What should I check before collecting my badge?

      Before collecting their badges, participants are advised to ensure the following:

    • What are the requirements for the badge photograph?

      Photograph requirements:

      • colour photograph on a light background;
      • 480x640 pixels in size;
      • image format – JPG or JPEG;
      • front view of the participant’s entire face, without head covering;
      • subject’s face must take up at least 70% of the image.
    • How can I check that my badge is ready for collection?

      You will receive an email notification, when your badge is ready. You can check whether your accreditation badge is ready for collection in the Roscongress personal account, via your personal manager at the Roscongress Foundation, or by calling the Forum information centre on +7 (499) 7000 111.

    • What documents are required to collect participant badge?

      A participant badge can be collected in person upon presentation of:

      Alternatively, badges may be collected by an authorized representative under power of attorney.

      If information contained in the participant’s ID has changed in the time since a participation application was submitted, the participant’s Roscongress personal account must be updated accordingly. If changes need to be made to uneditable fields, please contact your personal manager at the Roscongress Foundation.

      Before issuing a badge, a member of staff at the accreditation point will check that the information in the Roscongress personal account matches that on the document provided. Should there be any discrepancies, it will not be possible to issue a badge on the same day.

    • How do I collect a badge for another participant?

      If the badge is being collected by an authorized representative, they must provide the following:

      The power of attorney form and an example of how to complete it will be available for download from the ‘Badge сollection’ section closer to the dates of the Forum.

      The power of attorney is not valid without a list of all participants to be accredited, copies of their passports, and original copies of their personal data processing consent forms. Copies of passports will be returned once the badges have been issued.

    • Where do I get my badge?

      Badges can be collected from one of the Forum accreditation points.

      The locations and operating hours of the accreditation points will be published in the ‘Badge collection’ section of the website nearer the time of the event.

    • How can I activate my badge?

      An accreditation badge is activated once a negative PCR test for COVID-19 has been submitted. If a participant fails to submit a negative test result, their badge will remain inactive, and they will not be granted access to the venue.

    • Can I replace a lost or damaged badge?

      If your accreditation badge is lost or damaged, please go to the Help Desk or any accreditation stand immediately. The badge will then be blocked, and a replacement badge will be issued to the holder upon written request

    • How to get to Vladivostok?

      Vladivostok is a major transport hub in the Russian Far East. Arrival options include Vladivostok International Airport (VVO), and sea and rail terminals.

    • What is the weather like in Vladivostok in early September?

      In early September, the average air temperature in Vladivostok ranges from +18°C to +21°C. The wind speed ranges from moderate to strong. The temperature of the seawater is approximately +20°C. There is a high chance of precipitation and rapid weather changes, so participants are advised to pack warm clothing and an umbrella.

    • What time zone is Vladivostok in?

      Vladivostok is located in the UTC+10 time zone, and is 7 hours ahead of Moscow.

    • Things to see and do in Vladivostok

      Vladivostok is a port city and the administrative, cultural, and economic heart of Primorsky Territory and the Far Eastern Federal District. It is also the largest centre of research and education in the Russian Far East.

  • CURRENCY AND BARK CARD TRANSACTIONS
    • What are the currency exchange restrictions?

      Please note the following currency exchange restrictions:

      • only USD and EUR cash can be freely exchanged for RUB cash.
      • you must present your ID (passport) for transactions over RUB 40,000.
      • there is NO exchanging non-cash currency for RUB cash using MasterCard or Visa bank cards issued outside of Russia. It is also not possible to withdraw RUB cash from these cards.

    • Bank cards

      We do recommend having cash with you for the entire duration of EEF due to restricted use of foreign bank cards in Russia.

      In Russia, MIR and UnionPay payment systems work without restrictions in any currency. Participants are advised to apply for a card or bring their existing card of any of these payment systems, if possible.

      Please note that the UnionPay payment system has started operating in Russia only recently, so the use of UnionPay cards may occasionally fail and transactions may not be completed.
